A BILL TO BE ENTITLED 1 
AN ACT TO PROHIBIT LOCAL SCHOOL ADMINIST RATIVE UNITS FROM REQUIRING 2 
LESSON PLANS OR LESS ON OBJECTIVES BE POS TED, TO PROVIDE FOR 3 
DUTY-FREE LUNCHES FOR TEACHERS, AND TO R EQUIRE THAT TEACHERS 4 
WHO LEAD PROFESSIONA L DEVELOPMENT BE COMPENSATED FOR THEI R 5 
TIME. 6 
The General Assembly of North Carolina enacts: 7 
SECTION 1. G.S. 115C-12 is amended by adding the following new subdivisions 8 
to read: 9 
"(50) Duty to prohibit required posting of lesson plans or objectives. – The State 10 
Board shall adopt rules prohibiting local school administrative units from 11 
adopting policies that require teachers to post lesson plans or lesson 12 
objectives. The State Board shall also not adopt rules requiring posting of 13 
lesson plans or lesson objectives. 14 
(51) Duty to prohibit schools from requiring teachers to serve additional duties 15 
during lunch. – The State Board shall adopt rules prohibiting local school 16 
administrative units or schools within local school administrative units from 17 
imposing any duties on teachers during the teacher's allotted lunch time." 18 
SECTION 2. G.S. 115C-47 is amended by adding a new subdivision to read: 19 
"(70) To Provide Compensation for Teachers who Lead Professional Development. 20 
– If a teacher employed by a local board of education provides professional 21 
development to other teachers in the local school administrative unit, then the 22 
local board of education shall compensate the teacher for the time spent 23 
leading the professional development." 24 
SECTION 3. This act is effective when it becomes law and applies beginning with 25 
the 2025-2026 school year. 26
