Referred to: Rules and Operations of the Senate February 24, 2025 *S133 -v-1* A BILL TO BE ENTITLED 1 AN ACT TO PROVIDE FO R THE STATE BOARD OF COMMUNITY COLLEGES TO 2 SOLICIT A LEARNING M ANAGEMENT SYSTEM FOR ALL COMMUNITY 3 COLLEGES AND TO ADD THE COMMUNITY COLLEG ES SYSTEM OFFICE TO THE 4 LIST OF ENTITIES EXEMPTED IN G.S. 143B-1320. 5 The General Assembly of North Carolina enacts: 6 SECTION 1.(a) The State Board of Community Colleges shall conduct a 7 competitive solicitation, including a request for information or a request for proposals, to provide 8 a learning management system to all community colleges. The competitive solicitation shall be 9 completed by December 31, 2025. Answers to the competitive solicitation shall include 10 information on how the learning management system would align with the learning management 11 systems (i) offered by the Department of Public Instruction to local school administrative units 12 and (ii) used by the constituent institutions of The University of North Carolina. 13 SECTION 1.(b) By December 31, 2025, the State Board shall report to the Senate 14 Appropriations Committee on Education/Higher Education, the House Appropriations 15 Committee on Education, and the Fiscal Research Division on the information received. 16 SECTION 2. These entities may elect to participate in the information technology 31 programs, services, or contracts offered by the Department, including information technology 32 procurement, in accordance with the statutes, policies, and rules of the Department.
