| 18 | 19 | | Benefits (DHB), shall develop and, to the extent allowed under G.S. 108A-54.1A, implement a 7 |

| 19 | 20 | | plan for a statewide reimbursement methodology for behavioral health services provided to adult 8 |

| 20 | 21 | | Medicaid beneficiaries with severe and persistent mental illness who are served by a clubhouse 9 |

| 21 | 22 | | model psychosocial rehabilitation day program. The plan shall include all of the following: 10 |

| 22 | 23 | | (1) Incentives for clubhouses to become accredited by Clubhouse International. 11 |
|---|
| 23 | 24 | | (2) Consistent application of rates throughout regions served by local 12 |
|---|
| 24 | 25 | | management entities/managed care organizations (LME/MCOs). 13 |

| 25 | 26 | | (3) Education and training for LME/MCO staff and relevant staff within the 14 |
|---|
| 26 | 27 | | Department of Health and Human Services on the clubhouse model and its 15 |
|---|
| 27 | 28 | | use in serving individuals with severe and persistent mental illness in this 16 |
|---|
| 28 | 29 | | State. 17 |

| 29 | 30 | | SECTION 1.(b) No later than December 1, 2025, DHB shall submit a report to the 18 |

| 30 | 31 | | Joint Legislative Oversight Committee on Medicaid that contains all of the following information 19 |

| 31 | 32 | | related to the plan required by subsection (a) of this section: 20 |

| 32 | 33 | | (1) The proposed reimbursement methodology. 21 |

| 33 | 34 | | (2) A proposed time line for implementation for the reimbursement methodology. 22 |

| 34 | 35 | | (3) Any costs associated with implementation of the reimbursement 23 |

| 35 | 36 | | methodology. 24 |

| 36 | 37 | | (4) Details on the education and training developed for LME/MCOs and staff of 25 |

| 37 | 38 | | the Department of Health and Human Services. 26 |

| 38 | 39 | | SECTION 2. Effective July 1, 2025, there is appropriated from the General Fund to 27 |

| 39 | 40 | | the North Carolina Clubhouse Coalition, Inc., a nonprofit corporation, the sum of two million 28 |

| 40 | 41 | | five hundred thousand dollars ($2,500,000) in recurring funds for each year of the 2025-2027 29 |

| 41 | 42 | | fiscal biennium to be used to provide funding for member clubhouses for current programs, 30 |
|---|
| 42 | 43 | | expansion of services or locations served, accreditation of a clubhouse, or staff training and 31 |
|---|
| 43 | 44 | | professional development. 32 |

| 44 | 45 | | SECTION 3. This act is effective when it becomes law. 33 |
