1516 PERSISTENT MENTAL ILLNESS IN NORTH CAROLINA. 4
1617 The General Assembly of North Carolina enacts: 5
1718 SECTION 1.(a) The Department of Health and Human Services, Division of Health 6
1819 Benefits (DHB), shall develop and, to the extent allowed under G.S. 108A-54.1A, implement a 7
1920 plan for a statewide reimbursement methodology for behavioral health services provided to adult 8
2021 Medicaid beneficiaries with severe and persistent mental illness who are served by a clubhouse 9
2122 model psychosocial rehabilitation day program. The plan shall include all of the following: 10
2223 (1) Incentives for clubhouses to become accredited by Clubhouse International. 11
2324 (2) Consistent application of rates throughout regions served by local 12
2425 management entities/managed care organizations (LME/MCOs). 13
2526 (3) Education and training for LME/MCO staff and relevant staff within the 14
2627 Department of Health and Human Services on the clubhouse model and its 15
2728 use in serving individuals with severe and persistent mental illness in this 16
2829 State. 17
2930 SECTION 1.(b) No later than December 1, 2025, DHB shall submit a report to the 18
3031 Joint Legislative Oversight Committee on Medicaid that contains all of the following information 19
3132 related to the plan required by subsection (a) of this section: 20
3233 (1) The proposed reimbursement methodology. 21
3334 (2) A proposed time line for implementation for the reimbursement methodology. 22
3435 (3) Any costs associated with implementation of the reimbursement 23
3536 methodology. 24
3637 (4) Details on the education and training developed for LME/MCOs and staff of 25
3738 the Department of Health and Human Services. 26
3839 SECTION 2. Effective July 1, 2025, there is appropriated from the General Fund to 27
3940 the North Carolina Clubhouse Coalition, Inc., a nonprofit corporation, the sum of two million 28
4041 five hundred thousand dollars ($2,500,000) in recurring funds for each year of the 2025-2027 29
4142 fiscal biennium to be used to provide funding for member clubhouses for current programs, 30
4243 expansion of services or locations served, accreditation of a clubhouse, or staff training and 31
4344 professional development. 32
4445 SECTION 3. This act is effective when it becomes law. 33
