| 18 | 19 | | SECTION 1. Funds appropriated to the North Carolina Civil War & Reconstruction 7 |

| 19 | 20 | | History Center Foundation in S.L. 2021-180 and to the Cape Fear Historical Complex Foundation 8 |

| 20 | 21 | | in S.L. 2023-234 and in the Committee Reports accompanying both those acts for the North 9 |

| 21 | 22 | | Carolina Civil War & Reconstruction History Center (collectively, the prior appropriations) that 10 |

| 22 | 23 | | remain unspent and unencumbered as of the effective date of this act shall, notwithstanding any 11 |

| 23 | 24 | | other provision of law to the contrary, revert to the Office of State Budget and Management 12 |

| 24 | 25 | | (OSBM) to be reallocated as provided in Section 2 of this act. The Department of Natural and 13 |

| 25 | 26 | | Cultural Resources shall, within 30 days of the effective date of this act, provide an accounting 14 |

| 26 | 27 | | of the prior appropriations to the Joint Legislative Commission on Governmental Operations, the 15 |

| 27 | 28 | | Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources, and 16 |

| 29 | 30 | | SECTION 2. Funds reverted to the OSBM pursuant to Section 1 of this act shall be 18 |

| 35 | 36 | | (2) Thirty percent (30%) to the Town of Hope Mills for the Town's Community 24 |

| 37 | 38 | | (3) Thirty percent (30%) to Cumberland County for the Gray's Creek Water and 26 |

| 38 | 39 | | Sewer District for water and wastewater infrastructure, expansion of youth 27 |
