1314 AN ACT TO REALLOCATE CERTAIN FUNDS APPROPRIATED TO THE NORTH 2
1415 CAROLINA CIVIL WAR & RECONSTRUCTION HISTORY CENTER FOR CRITICAL 3
1516 COMMUNITY INFRASTRUCTURE, EDUCATION, AND MENTAL HEALTH 4
1617 SERVICES IN CUMBERLAND COUNTY. 5
1718 The General Assembly of North Carolina enacts: 6
1819 SECTION 1. Funds appropriated to the North Carolina Civil War & Reconstruction 7
1920 History Center Foundation in S.L. 2021-180 and to the Cape Fear Historical Complex Foundation 8
2021 in S.L. 2023-234 and in the Committee Reports accompanying both those acts for the North 9
2122 Carolina Civil War & Reconstruction History Center (collectively, the prior appropriations) that 10
2223 remain unspent and unencumbered as of the effective date of this act shall, notwithstanding any 11
2324 other provision of law to the contrary, revert to the Office of State Budget and Management 12
2425 (OSBM) to be reallocated as provided in Section 2 of this act. The Department of Natural and 13
2526 Cultural Resources shall, within 30 days of the effective date of this act, provide an accounting 14
2627 of the prior appropriations to the Joint Legislative Commission on Governmental Operations, the 15
2728 Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources, and 16
2829 the Fiscal Research Division. 17
2930 SECTION 2. Funds reverted to the OSBM pursuant to Section 1 of this act shall be 18
3031 reallocated in the following proportions, and these funds are appropriated for the indicated 19
3132 purposes: 20
3233 (1) Forty percent (40%) to the City of Fayetteville, to be used for community 21
3334 mental health programs, pedestrian safety projects, workforce development, 22
3435 and a local transportation connectivity study. 23
3536 (2) Thirty percent (30%) to the Town of Hope Mills for the Town's Community 24
3637 Center. 25
3738 (3) Thirty percent (30%) to Cumberland County for the Gray's Creek Water and 26
3839 Sewer District for water and wastewater infrastructure, expansion of youth 27
3940 mental health and substance abuse treatment services, preconstruction 28
4041 activities for the regional aquatic center project, the emergency services 29
4142 mobile incident command unit, and for digital dispatch equipment for the 30
4243 Cumberland County Fire Chiefs Association. 31
4344 SECTION 3. Section 2 of this act is effective July 1, 2025. The remainder of this act 32
4445 is effective when it becomes law. 33
