1617 The General Assembly of North Carolina enacts: 5
1718 SECTION 1.(a) There is appropriated from the Education Lottery Fund, established 6
1819 in G.S. 18C-164(a), to the Office of State Budget and Management the sum of eight million 7
1920 dollars ($8,000,000) in nonrecurring funds for the 2025-2026 fiscal year to be allocated to the 8
2021 following private Historically Black Colleges and Universities (HBCUs) in accordance with 9
2122 subsection (b) of this section: 10
2223 (1) Bennett College. 11
2324 (2) Johnson C. Smith University. 12
2425 (3) Livingstone College. 13
2526 (4) Shaw University. 14
2627 SECTION 1.(b) The Office of State Budget and Management shall allocate the 15
2728 funding appropriated in subsection (a) of this section to each of the listed HBCUs in an amount 16
2829 proportional to the number of undergraduate students enrolled at each eligible constituent 17
2930 institution who are residents of North Carolina and recipients of a federal Pell Grant. 18
3031 SECTION 2. This act becomes effective July 1, 2025. 19
