13	14		AN ACT TO REQUIRE THAT PAYMENTS MADE BY STATE ENTITIES BE MADE 2
14	15		AVAILABLE FOR PUBLIC INSPECTION . 3
15	16		The General Assembly of North Carolina enacts: 4
16	17		SECTION 1.(a) Article 1 of Chapter 143B of the General Statutes is amended by 5
17	18		adding a new section to read: 6
18	19		"§ 143B-28.2. Fiscal transparency and accessibility. 7
19	20		In order to allow the citizens of this State to see and better understand how revenue of the 8
20	21		State is being expended, The University of North Carolina and each principal department under 9
21	22		Chapters 143A and 143B of the General Statutes shall collate and report monthly to, in a form 10
22	23		prescribed by, the Department of Administration an itemized list of all expenditures of the entity 11
23	24		with a cost of at least one dollar ($1.00) for the purchase of tangible personal property, real 12
24	25		property, and services, along with the sum total expenditures for the month. Within 10 days of 13
25	26		receiving a report required by this section, the Department of Administration shall publish the 14
26	27		report on its website in a form accessible to the public for viewing and inspection. Nothing in 15
27	28		this section shall be interpreted to make public any records that are confidential or otherwise 16
28	29		protected from disclosure by State or federal law." 17
29	30		SECTION 1.(b) G.S. 7A-343 reads as rewritten: 18
30	31		"§ 7A-343. Duties of Director. 19
31	32		The Director is the Administrative Officer of the Courts, and the Director's duties include all 20
32	33		of the following: 21

34	35		(9h) In order to allow the citizens of this State to see and better understand how the 23
35	36		revenue of the State is being expended, the courts of the State shall collate and 24
36	37		report monthly to, in a form prescribed by, the Director an itemized list of all 25
37	38		expenditures of each court with a cost of at least one dollar ($1.00) for the 26
38	39		purchase of tangible personal property, real property, and services, along with 27
39	40		the sum total expenditures for the month. Within 10 days of receiving a report 28
40	41		required by this section, the Director shall publish the report on its website in 29
41	42		a form accessible to the public for viewing and inspection. Nothing in this 30
42	43		section shall be interpreted to make public any records that are confidential or 31
43	44		otherwise protected from disclosure by State or federal law. 32

45	46		SECTION 1.(c) Article 7 of Chapter 120 of the General Statutes is amended by 34
46	47		adding a new section to read: 35

50	55		State is being expended, the Legislative Services Officer shall collate an itemized list of all 2
51	56		expenditures of the General Assembly with a cost of at least one dollar ($1.00) for the purchase 3
52	57		of tangible personal property, real property, and services, along with the sum total expenditures 4
53	58		for the month. Within 10 days of creating the list required by this section, the Legislative Services 5
54	59		Officer shall publish the report on its website in a form accessible to the public for viewing and 6
55	60		inspection. Nothing in this section shall be interpreted to make public any records that are 7
56	61		confidential or otherwise protected from disclosure by State or federal law." 8
57	62		SECTION 2. This act becomes effective July 1, 2025, and the publications required 9
58	63		by this act apply on October 1, 2025, and shall include expenditures beginning with the 10
59	64		2025-2026 fiscal year. 11
