16	17		The General Assembly of North Carolina enacts: 5
17	18		SECTION 1. G.S. 20-183.3(a) reads as rewritten: 6
18	19		"§ 20-183.3. Scope of safety inspection and emissions inspection. 7
19	20		(a) Safety. – A safety inspection of a motor vehicle consists of an inspection of the 8
20	21		following equipment to determine if the vehicle has the equipment required by Part 9 of Article 9
21	22		3 of this Chapter and if the equipment is in a safe operating condition: 10

23	24		(5) Windows and windshield wipers, as required by G.S. 20-127. To determine if 12
24	25		a vehicle window meets the window tinting restrictions, a safety inspection 13
25	26		mechanic must first determine, based on use of an automotive film check card 14
26	27		or knowledge of window tinting techniques, if after-factory tint has been 15
27	28		applied to the window. If after-factory tint has been applied, the mechanic 16
28	29		must use a light meter approved by the Commissioner to determine if the 17
29	30		window meets the window tinting restrictions.Windshield wipers, as required 18

32	33		SECTION 2. G.S. 20-183.7(a) reads as rewritten: 21
33	34		"§ 20-183.7. Fees for performing an inspection and issuing an electronic inspection 22
34	35		authorization to a vehicle; use of civil penalties. 23
35	36		(a) Fee Amount. – When a fee applies to an inspection of a vehicle or the issuance of an 24
36	37		electronic inspection authorization, the fee must be collected. The following fees apply to an 25
37	38		inspection of a vehicle and the issuance of an electronic inspection authorization: 26

41	42		The fee for performing an inspection of a vehicle applies when an inspection is performed, 30

44	45		for inspecting after-factory tinted windows shall be ten dollars ($10.00), and the fee applies only 33
45	46		to an inspection performed with a light meter after a safety inspection mechanic determined that 34

48	53		tinted window of a vehicle for which the Division has issued a medical exception permit pursuant 1
49	54		to G.S. 20-127(f). 2
50	55		A vehicle that is inspected at an inspection station and fails the inspection is entitled to be 3
51	56		reinspected at the same station at any time within 60 days of the failed inspection without paying 4
52	57		another inspection fee. 5
53	58		The inspection fee for an emissions and safety inspection set out in this subsection is the 6
54	59		maximum amount that an inspection station or an inspection mechanic may charge for an 7
55	60		emissions and safety inspection of a vehicle. An inspection station or an inspection mechanic 8
56	61		may charge the maximum amount or any lesser amount for an emissions and safety inspection 9
57	62		of a vehicle. The inspection fee for a safety only inspection set out in this subsection may not be 10
58	63		increased or decreased. The authorization fees set out in this subsection may not be increased or 11
59	64		decreased." 12
60	65		SECTION 3. G.S. 20-127 is amended by adding a new subsection to read: 13
61	66		"(g) The driver of a vehicle with tinted windows shall roll down the driver side window 14
62	67		upon the approach of a law enforcement officer. If the officer approaches from the passenger 15
63	68		side, the driver shall roll down the passenger window." 16
64	69		SECTION 4. This act becomes effective December 1, 2025, and applies to offenses 17
65	70		committed on or after that date. 18
