1314 AN ACT TO REQUIRE THE HOURLY RATE OF THE MINIMUM SALARY FOR 2
1415 NONCERTIFIED PUBLIC SCHOOL EMPLOYEES TO BE AT LEAST SEVENTEEN 3

1617 The General Assembly of North Carolina enacts: 5
1718 SECTION 1.(a) The hourly rate of the minimum salary for all noncertified public 6
1819 school employees shall be at least seventeen dollars ($17.00) per hour. The State Board of 7
1920 Education shall increase the minimum of all salary grades and ranges it maintains for noncertified 8
2021 public school employees, as necessary, to achieve a minimum hourly rate of at least seventeen 9
2122 dollars ($17.00) per hour. 10
2223 SECTION 1.(b) Funds provided to local school administrative units pursuant to this 11
2324 act may be used to supplement the salaries of noncertified public school employees whose 12
2425 salaries are supported from non-State funds to meet the minimum hourly rate of at least seventeen 13
2526 dollars ($17.00) per hour required by subsection (a) of this section. These funds shall not be used 14
2627 to supplant State or non-State funds already provided for salaries of noncertified public school 15
2728 employees. 16
2829 SECTION 2. There is appropriated from the General Fund to the Department of 17
2930 Public Instruction the sum of one hundred forty-four million seven hundred thousand dollars 18
3031 ($144,700,000) in recurring funds for the 2025-2026 fiscal year to implement the provisions of 19
3132 this act. 20
3233 SECTION 3. This act becomes effective July 1, 2025. 21
