1314 AN ACT TO AUTHORIZE AN ALTERNATIVE ADDITIONAL REGISTRATION FEE FOR 2
1415 ELECTRIC VEHICLES AND PLUG-IN HYBRID VEHICLES. 3
1516 The General Assembly of North Carolina enacts: 4
1617 SECTION 1. G.S. 20-87 reads as rewritten: 5
1718 "§ 20-87. Passenger vehicle registration fees. 6
1819 These fees shall be paid to the Division annually for the registration and licensing of 7
1920 passenger vehicles, according to the following classifications and schedules: 8

2122 (13) Additional fee for certain electric vehicles. – At Except as provided in 10
2223 subdivision (13b) of this section, at the time of an initial registration or 11
2324 registration renewal, the owner of a plug-in electric vehicle that is not a 12
2425 low-speed vehicle and that does not rely on a nonelectric source of power shall 13
2526 pay a fee in the amount of one hundred eighty dollars ($180.00) in addition to 14
2627 any other required registration fees. 15
2728 (13a) Additional fee for plug-in hybrid vehicles. – At Except as provided in 16
2829 subdivision (13b) of this section, at the time of an initial registration or 17
2930 registration renewal, the owner of a plug-in hybrid vehicle shall pay a fee in 18
3031 the amount of ninety dollars ($90.00) in addition to any other required 19
3132 registration fees. 20
3233 (13b) Alternative additional fee. – At the option of the owner, the additional fee for 21
3334 an electric vehicle in subdivision (13) of this section and a plug-in hybrid 22
3435 vehicle in subdivision (13a) of this section may be satisfied by payment of a 23
3536 mileage fee that is based upon the number of miles driven since the previous 24
3637 registration of the vehicle. 25

3839 SECTION 2. The Division of Motor Vehicles shall adopt rules to implement 27
3940 G.S. 20-87(13b) as enacted by Section 1 of this act. 28
4041 SECTION 3. This act is effective when it becomes law and applies to electric and 29
4142 plug-in hybrid vehicles registered on or after October 1, 2025. 30
