| 16 | 17 | | SECTION 1. There is appropriated from the State Capital and Infrastructure Fund, 5 |

| 17 | 18 | | established in G.S. 143C-3-4.1(a), to the Board of Governors of The University of North Carolina 6 |

| 18 | 19 | | the sum of one hundred sixty-nine million dollars ($169,000,000) in nonrecurring funds for the 7 |

| 19 | 20 | | 2025-2026 fiscal year to be allocated to North Carolina Central University to be used for the 8 |

| 21 | 22 | | (1) One hundred million dollars ($100,000,000) for campus-wide use to address 10 |

| 22 | 23 | | critical HVAC, fire safety, and building code deficiencies to repair, upgrade, 11 |

| 23 | 24 | | and replace failing plumbing, HVAC infrastructure, fire alarm, building code, 12 |
|---|
| 24 | 25 | | and mechanical systems across the campus. 13 |

| 25 | 26 | | (2) Nine million dollars ($9,000,000) for campus-wide roof replacements and 14 |

| 26 | 27 | | building envelope repairs to prevent further damage and reduce future costs 15 |

| 27 | 28 | | to prevent water damage, mold growth, and further structural deterioration 16 |
|---|
| 28 | 29 | | across campus. 17 |

| 29 | 30 | | (3) Sixty million dollars ($60,000,000) to replace failing electrical, storm and 18 |

| 30 | 31 | | domestic water, and steam distribution infrastructure; overhaul electrical and 19 |

| 31 | 32 | | steam distribution systems to prevent energy loss and reduce the associated 20 |
|---|
| 32 | 33 | | costs; and replace systems and their components that are at end-of-life and 21 |

| 33 | 34 | | require immediate replacement. 22 |
