1314 AN ACT TO PROVIDE FUNDING TO NORTH CAROLINA CENTRAL UNIVERSITY FOR 2
1415 NEEDED CAMPUS REPAIRS. 3
1516 The General Assembly of North Carolina enacts: 4
1617 SECTION 1. There is appropriated from the State Capital and Infrastructure Fund, 5
1718 established in G.S. 143C-3-4.1(a), to the Board of Governors of The University of North Carolina 6
1819 the sum of one hundred sixty-nine million dollars ($169,000,000) in nonrecurring funds for the 7
1920 2025-2026 fiscal year to be allocated to North Carolina Central University to be used for the 8
2021 following: 9
2122 (1) One hundred million dollars ($100,000,000) for campus-wide use to address 10
2223 critical HVAC, fire safety, and building code deficiencies to repair, upgrade, 11
2324 and replace failing plumbing, HVAC infrastructure, fire alarm, building code, 12
2425 and mechanical systems across the campus. 13
2526 (2) Nine million dollars ($9,000,000) for campus-wide roof replacements and 14
2627 building envelope repairs to prevent further damage and reduce future costs 15
2728 to prevent water damage, mold growth, and further structural deterioration 16
2829 across campus. 17
2930 (3) Sixty million dollars ($60,000,000) to replace failing electrical, storm and 18
3031 domestic water, and steam distribution infrastructure; overhaul electrical and 19
3132 steam distribution systems to prevent energy loss and reduce the associated 20
3233 costs; and replace systems and their components that are at end-of-life and 21
3334 require immediate replacement. 22
3435 SECTION 2. This act becomes effective July 1, 2025. 23
