1314 AN ACT TO APPROPRIATE FUNDS FOR VARIOUS IMPROVEMENT PROJECTS IN 2
1415 MECKLENBURG COUNTY 'S STEELE CREEK COMMUNITY. 3
1516 Whereas, Steele Creek is a community located in southwest Mecklenburg County 4
1617 along Lake Wylie and the Catawba River Basin; and 5
1718 Whereas, over the past 15 years, Steele Creek has seen a rapid growth of its population 6
1819 by over 70%; and 7
1920 Whereas, the 28278 ZIP Code is one of the fastest growing ZIP Codes in the State of 8
2021 North Carolina; and 9
2122 Whereas, Steele Creek has established itself as a commercial and manufacturing hub, 10
2223 home to major corporations such as Groninger USA, Siemens Energy, and Spectrum; and 11
2324 Whereas, the jobs and resources in Steele Creek serve the entire region, including 12
2425 multiple North Carolina counties and South Carolina; and 13
2526 Whereas, many residents of Steele Creek live in unincorporated Mecklenburg County 14
2627 and are unable to take advantage of municipal services; Now, therefore, 15
2728 The General Assembly of North Carolina enacts: 16
2829 SECTION 1. There is appropriated from the General Fund to the Office of State 17
2930 Budget and Management the sum of two hundred fifty thousand dollars ($250,000) in 18
3031 nonrecurring funds for the 2025-2026 fiscal year to provide a directed grant to Steele Creek 19
3132 Community Place, Inc., a nonprofit organization, to support an initiative to connect opportunities 20
3233 and resources with the needs of all people of all backgrounds in the Steele Creek area to increase 21
3334 community health and wellness. These funds shall be allocated equally among the following 22
3435 focus areas: (i) upward mobility and networking, (ii) physical wellness, (iii) family partnership, 23
3536 and (iv) mental health. 24
3637 SECTION 2. There is appropriated from the General Fund to the Office of State 25
3738 Budget and Management the sum of five hundred thousand dollars ($500,000) in nonrecurring 26
3839 funds for the 2025-2026 fiscal year to provide a directed grant to the Steele Creek Fire and Rescue 27
3940 Service, Inc., a nonprofit organization, to support the needs of the fire department, including the 28
4041 purchase of a self-contained breathing apparatus (SCBA), a ladder truck, a fire/rescue boat along 29
4142 with a boathouse for said fire boat, and real property/building for training. 30
4243 SECTION 3. There is appropriated from the General Fund to the North Carolina 31
4344 Department of Transportation the sum of five hundred thousand dollars ($500,000) in 32
4445 nonrecurring funds for the 2025-2026 fiscal year for a comprehensive traffic study of traffic 33
4546 patterns and potential changes to Shopton Road West from South Tryon to Highway 160. 34
4647 SECTION 4. This act becomes effective July 1, 2025. 35
