| 17 | 18 | | Whereas, over the past 15 years, Steele Creek has seen a rapid growth of its population 6 |

| 18 | 19 | | by over 70%; and 7 |

| 19 | 20 | | Whereas, the 28278 ZIP Code is one of the fastest growing ZIP Codes in the State of 8 |

| 20 | 21 | | North Carolina; and 9 |

| 21 | 22 | | Whereas, Steele Creek has established itself as a commercial and manufacturing hub, 10 |
|---|
| 22 | 23 | | home to major corporations such as Groninger USA, Siemens Energy, and Spectrum; and 11 |

| 23 | 24 | | Whereas, the jobs and resources in Steele Creek serve the entire region, including 12 |
|---|
| 24 | 25 | | multiple North Carolina counties and South Carolina; and 13 |
|---|
| 25 | 26 | | Whereas, many residents of Steele Creek live in unincorporated Mecklenburg County 14 |
|---|
| 26 | 27 | | and are unable to take advantage of municipal services; Now, therefore, 15 |

| 27 | 28 | | The General Assembly of North Carolina enacts: 16 |

| 28 | 29 | | SECTION 1. There is appropriated from the General Fund to the Office of State 17 |

| 29 | 30 | | Budget and Management the sum of two hundred fifty thousand dollars ($250,000) in 18 |
|---|
| 30 | 31 | | nonrecurring funds for the 2025-2026 fiscal year to provide a directed grant to Steele Creek 19 |
|---|
| 31 | 32 | | Community Place, Inc., a nonprofit organization, to support an initiative to connect opportunities 20 |
|---|
| 32 | 33 | | and resources with the needs of all people of all backgrounds in the Steele Creek area to increase 21 |
|---|
| 33 | 34 | | community health and wellness. These funds shall be allocated equally among the following 22 |
|---|
| 34 | 35 | | focus areas: (i) upward mobility and networking, (ii) physical wellness, (iii) family partnership, 23 |
|---|
| 35 | 36 | | and (iv) mental health. 24 |

| 36 | 37 | | SECTION 2. There is appropriated from the General Fund to the Office of State 25 |

| 37 | 38 | | Budget and Management the sum of five hundred thousand dollars ($500,000) in nonrecurring 26 |

| 38 | 39 | | funds for the 2025-2026 fiscal year to provide a directed grant to the Steele Creek Fire and Rescue 27 |

| 39 | 40 | | Service, Inc., a nonprofit organization, to support the needs of the fire department, including the 28 |

| 40 | 41 | | purchase of a self-contained breathing apparatus (SCBA), a ladder truck, a fire/rescue boat along 29 |

| 41 | 42 | | with a boathouse for said fire boat, and real property/building for training. 30 |

| 42 | 43 | | SECTION 3. There is appropriated from the General Fund to the North Carolina 31 |

| 43 | 44 | | Department of Transportation the sum of five hundred thousand dollars ($500,000) in 32 |

| 44 | 45 | | nonrecurring funds for the 2025-2026 fiscal year for a comprehensive traffic study of traffic 33 |

| 45 | 46 | | patterns and potential changes to Shopton Road West from South Tryon to Highway 160. 34 |
