8	8	A BILL for an Act to create and enact a new section to chapter 16.1-02 of the North Dakota
9	9	Century Code, relating to registration of voters.
10	10	BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
11	11	SECTION 1. A new section to chapter 16.1-02 of the North Dakota Century Code is created
12	12	and enacted as follows:
13	13	Registration of electors - Secretary of state to adopt rules.
14	14	1.A qualified elector shall register in the election precinct in which the elector resides to
15	15	be entitled to vote at any statewide special, primary, or general election.
16	16	2.A qualified elector may register by mail by submitting a completed registration form to
17	17	the county auditor at any time except during the thirty days before any statewide
18	18	special, primary, or general election.
19	19	3.Except during the thirty days before a statewide election, a qualified elector may
20	20	register to vote when:
21	21	a.Applying for or renewing a driver's license or nondriver's identification card;
22	22	b.Providing a notice of change of name or address on a driver's license or
23	23	nondriver's identification card; or
24	24	c.Applying for or receiving public assistance.
25	25	4.A qualified elector may register in person at the office of the county auditor by
26	26	completing a registration form at any time up to the day before a statewide special,
27	27	primary, or general election. If a qualified elector applies to the county auditor for an
28	28	absentee ballot or mail ballot, the elector may request a registration form and may
29	29	complete and submit the form with the ballot if the registration form is submitted by
30	30	mail within thirty days of the election.

58	58	5.An individual may register to vote on the day of an election by completing the
59	59	prescribed form and submitting the required information at the appropriate polling
60	60	place.
61	61	6.Upon receipt of a registration form, properly filled out and signed by the applicant, the
62	62	county auditor or authorized election officer shall register the individual as a qualified
63	63	elector in the central voter file.
64	64	7.The secretary of state shall prescribe the forms to be used for registration of qualified
65	65	electors which must include the qualified elector's name, address, date of birth, last
66	66	place of registration, and any other information the secretary of state determines to be
67	67	necessary to assure accurate and reliable qualified elector registration.
68	68	8.The director of the department of transportation shall cooperate with the secretary of
69	69	state to develop voter registration forms to be used with a driver's license or
70	70	nondriver's identification card application and renewal and a change of name and
71	71	address request.
72	72	9.A designation of political party affiliation may not be noted or indicated on the
73	73	registration form.
74	74	10.The secretary of state shall adopt rules and prescribe the forms to be used for transfer
75	75	of electors within the central voter file and the deletion of electors from the central
76	76	voter file.
77	77	11.Subject to rules adopted by the secretary of state, the registration of a qualified elector
78	78	is permanent.
