8+A BILL for an Act to provide for a legislative management study regarding volunteer emergency
9+responder recruitment and retention.
10+BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
11+SECTION 1. LEGISLATIVE MANAGEMENT STUDY - VOLUNTEER EMERGENCY
12+RESPONDER RECRUITMENT AND RETENTION. During the 2025-26 interim, the legislative
13+management shall consider studying volunteer emergency responder recruitment and retention.
14+The study must consider recruitment and retention challenges related to volunteer emergency
15+responders, including firefighters, emergency or disaster volunteers, and community emergency
16+response team members, and identify strategies for encouraging volunteerism. The study also
17+must include input from stakeholders, including disaster emergency organizations, nonprofit
18+associations, representatives of law enforcement, emergency medical service providers, and
19+state and local agencies, departments, and institutions. The legislative management shall report
20+its findings and recommendations, together with any legislation required to implement the
21+recommendations, to the seventieth legislative assembly.

8-BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
9-SECTION 1. LEGISLATIVE MANAGEMENT STUDY - VOLUNTEER EMERGENCY RESPONDER
10-RECRUITMENT AND RETENTION. During the 2025-26 interim, the legislative management shall
11-consider studying volunteer emergency responder recruitment and retention. The study must consider
