88 A BILL for an Act to create and enact a new section to chapter 50-06 of the North Dakota
99 Century Code, relating to the creation of the dementia response program; and to provide an
1010 appropriation.
1111 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
1212 SECTION 1. A new section to chapter 50-06 of the North Dakota Century Code is created
1313 and enacted as follows:
1414 Dementia response program.
1515 The department shall establish a dementia response program to be administered by a state
1616 dementia coordinator. The dementia response program shall:
1717 1.Implement an Alzheimer's and dementia state plan;
1818 2.Update the Alzheimer's and dementia state plan every three years by convening a
1919 work group that includes:
2020 a.Individuals living with dementia;
2121 b.Care partners and family members of individuals living with dementia;
2222 c.Representatives of home and facility - based care professionals;
2323 d.Representatives of the medical profession with experience in diagnosing and
2424 treating Alzheimer's and dementia;
2525 e.A representative of a leading national organization that advocates on behalf of
2626 individuals living with Alzheimer's or dementia; and
2727 f.A representative of an organization that advocates for older adults;
2828 3.Collect and disseminate Alzheimer's and dementia data through the use of data
2929 collected by the state and use of the behavioral risk factor surveillance system,
3030 including caregiver and cognitive decline models, on a rotating basis; and

5858 4.Implement a statewide public awareness campaign that includes information to reduce
5959 stigma, encourage risk reduction activity, and emphasize the importance of early
6060 detection and diagnosis.
6161 SECTION 2. APPROPRIATION - DEPARTMENT OF HEALTH AND HUMAN SERVICES -
6262 DEMENTIA RESPONSE PROGRAM - FULL -TIME EQUIVALENT POSITION. There is
6363 appropriated out of any moneys in the general fund in the state treasury, not otherwise
6464 appropriated, the sum of $250,000, or so much of the sum as may be necessary, to the
6565 department of health and human services for the purpose of administering the dementia
6666 response program, the behavioral risk factor surveillance models, and for a full-time equivalent
6767 position to administer the program as the state dementia coordinator, for the biennium
6868 beginning July 1, 2025, and ending June 30, 2027.
