813 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
9-SECTION 1. SPECIAL EDUCATION FUNDING COMMITTEE - REPORT TO LEGISLATIVE
10-MANAGEMENT.
11-1.During the 2025-26 interim, the legislative management shall establish and provide staffing
12-and administrative services to a committee to study special education funding. The chairman
13-of legislative management may add temporary, nonvoting members to the committee, as
14-deemed necessary by the committee, to serve without compensation.
14+SECTION 1. SPECIAL EDUCATION FUNDING COMMITTEE - REPORT TO
15+LEGISLATIVE MANAGEMENT.
16+1.During the 2025-26 interim, the legislative management shall establish and provide

16-a.Eight members of the legislative assembly, four members from the house of
22+a.FiveEight members of the legislative assembly, four members from the house of
1723 representatives and four members from the senate, appointed by the legislative

1925 b.Two multi-unit special education directors;
2026 c.One large school special education director;
2127 d.One special education coordinator;
2228 e.One superintendent of a large school;
2329 f.One superintendent of a small or midsize school;
2430 g.One business manager of a large school; and

2555 h.One multi-unit special education business manager.
26-3.During the 2025-26 interim, the special education funding committee study must include a
27-comprehensive review of special education funding models, including student contracts, high-
28-cost students, residential placement, and reimbursement under the Medicaid program.
29-4.The committee shall report its findings and recommendations, together with any legislation
