8	13		BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
9		-	SECTION 1. SPECIAL EDUCATION FUNDING COMMITTEE - REPORT TO LEGISLATIVE
10		-	MANAGEMENT.
11		-	1.During the 2025-26 interim, the legislative management shall establish and provide staffing
12		-	and administrative services to a committee to study special education funding. The chairman
13		-	of legislative management may add temporary, nonvoting members to the committee, as
14		-	deemed necessary by the committee, to serve without compensation.
	14	+	SECTION 1. SPECIAL EDUCATION FUNDING COMMITTEE - REPORT TO
	15	+	LEGISLATIVE MANAGEMENT.
	16	+	1.During the 2025-26 interim, the legislative management shall establish and provide

	18	+	The chairman of legislative management may add temporary, nonvoting members to
	19	+	the committee, as deemed necessary by the committee, to serve without
	20	+	compensation.
15	21		2.The committee may include:
16		-	a.~~Eight~~ members of the legislative assembly, four members from the house of
	22	+	a.FiveEight members of the legislative assembly, four members from the house of
17	23		representatives and four members from the senate, appointed by the legislative
18	24		management;
19	25		b.Two multi-unit special education directors;
20	26		c.One large school special education director;
21	27		d.One special education coordinator;
22	28		e.One superintendent of a large school;
23	29		f.One superintendent of a small or midsize school;
24	30		g.One business manager of a large school; and

26		-	3.During the 2025-26 interim, the special education funding committee study must include a
27		-	comprehensive review of special education funding models, including student contracts, high-
28		-	cost students, residential placement, and reimbursement under the Medicaid program.
29		-	4.The committee shall report its findings and recommendations, together with any legislation
