| 9 | 9 | | BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA: |

| 10 | 10 | | SECTION 1. A new section to chapter 54-11 of the North Dakota Century Code is created |
|---|
| 11 | 11 | | and enacted as follows: |
|---|
| 12 | 12 | | State fiscal transparency online portal. |
|---|
| 13 | 13 | | 1.The state treasurer, in consultation with the tax commissioner and state auditor, shall |
|---|
| 14 | 14 | | develop and maintain a state fiscal transparency portal that is available to the public |
|---|
| 15 | 15 | | on the state treasurer's website to provide information to taxpayers regarding the use |
|---|
| 16 | 16 | | of state funds. |
|---|
| 17 | 17 | | 2.For each distribution of state funds to a recipient, subject to subsection 4, the website |
|---|
| 18 | 18 | | must provide: |
|---|
| 19 | 19 | | a.The identity of the recipient. |
|---|
| 20 | 20 | | b.The amount of state funds distributed to the recipient. |
|---|
| 21 | 21 | | c.The purpose, use, or intended use of the state funds. |
|---|
| 22 | 22 | | 3.Upon request from the state treasurer, tax commissioner, or state auditor, a recipient |
|---|
| 23 | 23 | | of state funds or a state department, agency, or institution shall submit timely data |
|---|
| 24 | 24 | | related to the use of state funds in the form and manner prescribed by the state |
|---|
| 25 | 25 | | treasurer, tax commissioner, or state auditor. |
|---|
| 26 | 26 | | 4.As required by law, the state treasurer shall protect personally identifiable information |
|---|
| 27 | 27 | | from unauthorized access and disclosure. |
|---|
| 28 | 28 | | 5.For purposes of this section: |
|---|
| 29 | 29 | | a."Recipient" means any recipient of state funds. |
