8+national grassland property within the state from the United States Forest Service to the Natural
79 Resources Conservation Service.
810 WHEREAS, North Dakota is home to over 1 million acres of land within national grasslands
911 administered by the United States Forest Service; and
10-WHEREAS, the United States Forest Service provides sustainable management, conservation,
11-use, and stewardship of natural and cultural resources in national forests in the United States; and
12-WHEREAS, the Bankhead-Jones Farm Tenant Act [50 Stat. 522, 7 U.S.C. 1010, et seq.], which
13-created the national grasslands, was intended to assist in controlling soil erosion, reforestation,
14-preserving natural resources, developing and protecting recreational facilities, mitigating floods,
15-developing energy resources, conserving surface and surface moisture, protecting the watersheds of
16-navigable streams, and protecting public lands; and
12+WHEREAS, the United States Forest Service provides sustainable management,
13+conservation, use, and stewardship of natural and cultural resources in national forests in the
14+United States; and
15+WHEREAS, the Bankhead-Jones Farm Tenant Act [50 Stat. 522, 7 U.S.C. 1010, et seq.],
16+which created the national grasslands, was intended to assist in controlling soil erosion,
17+reforestation, preserving natural resources, developing and protecting recreational facilities,
18+mitigating floods, developing energy resources, conserving surface and surface moisture,
19+protecting the watersheds of navigable streams, and protecting public lands; and
1720 WHEREAS, the Natural Resources Conservation Service assists local operations to sustain
1821 productive agricultural lands and improve the quality of air, water, soil, and habitat; and
19-WHEREAS, the mission of the Natural Resources Conservation Service is closely aligned to
20-implement the intent of the Bankhead-Jones Farm Tenant Act and manage the national grasslands
21-within this state;
22-NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF NORTH
23-DAKOTA, THE SENATE CONCURRING THEREIN:
22+WHEREAS, the mission of the Natural Resources Conservation Service is closely aligned
23+to implement the intent of the Bankhead-Jones Farm Tenant Act and manage the national
24+grasslands within this state;
25+NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
26+NORTH DAKOTA, THE SENATE CONCURRING THEREIN:
2427 That the Sixty-ninth Legislative Assembly urges Congress to transfer the management of all
2528 national grassland lands within the state from the United States Forest Service to the Natural
2629 Resources Conservation Service; and
27-BE IT FURTHER RESOLVED , that the Secretary of State forward copies of this resolution to the
28-President of the United States, the Secretary of the Interior, and each member of the North Dakota
