7-A concurrent resolution to strengthen the sister-state relations between the State of North Dakota and
8-Taiwan and to reaffirm support for Taiwan's international participation.
9-WHEREAS, North Dakota and Taiwan have enjoyed a mutually beneficial sister-state relationship
10-since 1986; and
11-WHEREAS, Taiwan shares the same values of freedom, democracy, rule of law, and respect for
12-human rights as North Dakota; and
9+A concurrent resolution to strengthen the sister-state relations between the State of North
10+Dakota and Taiwan and to reaffirm support for Taiwan's international participation.
11+WHEREAS, North Dakota and Taiwan have enjoyed a mutually beneficial sister-state

15-WHEREAS, negotiations for a fair and reciprocal bilateral trade agreement between Taiwan and the
16-United States are an important step toward further strengthening of bilateral trade and mutual
17-investment between North Dakota and Taiwan; and
18-WHEREAS, Taiwan, as a responsible stakeholder in the international community, is seeking to
19-meaningfully participate in the United Nations, the World Health Organization, the United Nations
20-Framework Convention on Climate Change, the International Criminal Police Organization, the
21-International Civil Aviation Organization, and the Indo-Pacific Economic Framework for Prosperity
22-launched by the United States;
23-NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF NORTH
24-DAKOTA, THE SENATE CONCURRING THEREIN:
25-That the Sixty-ninth Legislative Assembly commends Taiwan's vibrant democracy, celebrates the

17+WHEREAS, negotiations for a fair and reciprocal bilateral trade agreement between Taiwan
18+and the United States are an important step toward further strengthening of bilateral trade and
19+mutual investment between North Dakota and Taiwan; and
20+WHEREAS, Taiwan, as a responsible stakeholder in the international community, is seeking

28- anniversary of North Dakota's sister-state relationship with Taiwan, recognizes North Dakota's trade
29-relationship and academic exchange program with Taiwan, supports the signing of the Agreement on
30-Avoidance of Double Taxation between the United States and Taiwan to further bilateral investment
31-activities, and advocates for Taiwan's inclusion in the Indo-Pacific Economic Framework for Prosperity
32-and international organizations that are important to the health, safety, and well-being of Taiwan's
33-people and the world; and
34-BE IT FURTHER RESOLVED , that the Secretary of State forward copies of this resolution to the
35-President of the United States, United States Secretary of State, Governor of the Taiwan Provincial
36-Government, Prime Minister of Australia, Prime Minister of Brunei Darussalam, President of India,
37-President of Indonesia, Prime Minister of Japan, President of the Republic of Korea, Prime Minister of
38-Malaysia, Prime Minister of New Zealand, President of the Philippines, President of the Republic of
39-Singapore, Prime Minister of Thailand, President of the Socialist Republic of Vietnam, Chair of the
40-Executive Board of the World Health Organization, Executive Secretary of the United Nations
