109 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
1110 SECTION 1. APPROPRIATION. The funds provided in this section, or so much of the funds
1211 as may be necessary, are appropriated out of any moneys in the general fund in the state
1312 treasury, not otherwise appropriated, to the state fair association for the purpose of defraying
1413 the expenses of the state fair association, for the biennium beginning July 1, 2025, and ending
1514 June 30, 2027, as follows:

2521 SECTION 2. ONE-TIME FUNDING - EFFECT ON BASE BUDGET - REPORT TO
2622 SEVENTIETH LEGISLATIVE ASSEMBLY. The following amounts reflect the one-time funding
2723 items included in the appropriation in section 1 of this Act which are not included in the entity's

25+committees of the seventieth legislative assembly regarding the use of this funding:

61-SECTION 3. OTHER FUNDS - STRATEGIC INVESTMENT AND IMPROVEMENTS FUND.
62-The other funds line item in section 1 of this Act includes the sum of $1,200,000 from the
63-strategic investment and improvements fund for a campground rest facility, safety and security
64-infrastructure, and facility enhancements.
65-SECTION 4. CAMPGROUND REST FACILITY AND SAFETY AND SECURITY
66-INFRASTRUCTURE FUNDING - DISTRIBUTION. Funding provided for the campground rest
67-facility and safety and security infrastructure in section 1 of this Act is to provide a fifty percent
68-cost-share, not to exceed $600,000 for the campground rest facility and $500,000 for the safety
69-and security infrastructure.
70-SECTION 5. REPEAL. Section 4.1-45-22.1 of the North Dakota Century Code is repealed.
71-SECTION 6. EMERGENCY. The sum of $1,100,000 provided for the campground rest
72-facility and the safety and security infrastructure in section 1 of this Act is declared to be an
73-emergency measure.

55+SECTION 3. CAMPGROUND REST FACILITY FUNDING - DISTRIBUTION. Funding
56+provided for the campground rest facility in section 1 of this Act is to provide a seventy-five
57+percent cost-share, not to exceed $900,000.
58+SECTION 4. EXEMPTION - STATE FAIR FACILITY OPERATIONS AND MAINTENANCE
59+COSTS. Notwithstanding section 4.1-45-22.1, relating to state fair facility operations and
60+maintenance costs, the state fair may use funding provided in section 1 of this Act for the
61+construction of a campground rest facility and for safety and security infrastructure.
