8	12		A BILL for an Act to create and enact a new section to chapter 39-04 of the North Dakota
9	13		Century Code, relating to blackout number plates.
10	14		BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
11	15		SECTION 1. A new section to chapter 39-04 of the North Dakota Century Code is created
12	16		and enacted as follows:
13	17		Blackout number plates.
14	18		1.The director shall issue blackout number plates under this section upon receiving
15	19		payment of:
16	20		a.All other fees required under this chapter for registration of a motor vehicle; and
17		-	b.An additional fee of twenty - five dollars per registration period.
	21	+	b.An initial fee of fifteen dollars; and
	22	+	c. An additional fee of twenty - five ten dollars per registration period.
18	23		2.Blackout number plates issued under this section must have:
19	24		a.A solid black background; and
20	25		b.White numbers and letters.
21	26		3.The director may issue blackout number plates under this section only to the owner of
22	27		a passenger motor vehicle, a truck the registered gross weight of which does not
23	28		exceed twenty thousand pounds [9071.85 kilograms], or a motorcycle.
