88 A BILL for an Act to create and enact a new section to chapter 57-01 of the North Dakota
99 Century Code, relating to a property tax information portal; to provide a report; and to provide
1010 an appropriation.
1111 BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
1212 SECTION 1. A new section to chapter 57-01 of the North Dakota Century Code is created
1313 and enacted as follows:
1414 Property tax information portal - Report.
1515 1.The commissioner shall develop a property tax information portal that is available to
1616 the public on the commissioner's website to provide information and education to
1717 citizens on property taxes .
1818 2.The property tax information portal must include:
1919 a.Interactive data regarding property tax collections by taxing district for each
2020 parcel, updated at least annually, including historical collections.
2121 b.Contact information of the elected officials of all taxing districts associated with
2222 each parcel.
2323 c.Educational resources, including terminology and tools to estimate potential
2424 property tax changes.
2525 3.At least once per year, or as often as required by the commissioner, county auditors
2626 shall submit timely property tax data and contact information of elected officials of
2727 each taxing district in the county in the form and manner prescribed by the
2828 commissioner, including detailed information on each parcel.
2929 4.As required by law, the commissioner shall protect personally identifiable information
3030 from unauthorized access and disclosure.

5858 5.At least once per biennium, the commissioner shall provide a report to the legislative
5959 management regarding the status of the portal, including implementation progress,
6060 costs, and usage statistics.
6161 SECTION 2. APPROPRIATION - TAX COMMISSIONER - ONE-TIME FUNDING. There is
6262 appropriated out of any moneys in the general fund in the state treasury, not otherwise
6363 appropriated, the sum of $5,000,000, or so much of the sum as may be necessary, to the tax
6464 commissioner for the purpose of developing a property tax information portal, for the biennium
6565 beginning July 1, 2025, and ending June 30, 2027. The funding provided in this section is
6666 considered a one-time funding item.
