7	10		BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
8		-	SECTION 1. LEGISLATIVE MANAGEMENT STUDY - INSTITUTIONS OF HIGHER EDUCATION.
9		-	1.During the 2025-26 interim, the legislative management shall consider studying the institutions
10		-	of higher education under the control of the state board of higher education. The study must
11		-	include:

12	16		a.Methods to promote efficiency and collaboration among state institutions;
13	17		b.Consideration of statewide dual-credit expansion to develop standard three-year
14	18		bachelor degree programs;
15	19		c.An analysis of the cost of tuition and fees for students;
16		-	d.Consideration of the feasibility and desirability of a system of uniform transcripts and the
17		-	waiver of fees to transfer credits within the state higher education system;
18		-	e.Consideration of the feasibility and desirability of consolidating colleges and universities
19		-	and implementing satellite campuses of universities;
	20	+	d.Consideration of the feasibility and desirability of a system of uniform transcripts

	22	+	system;
	23	+	e.Consideration of the feasibility and desirability of consolidating colleges and
	24	+	universities and implementing satellite campuses of universities;

23	55		a.The voting members of the committee, who must be appointed by the legislative
24	56		management, are:
25	57		(1)Three members of the senate, two from the party with the largest number of
26		-	members in the senate and one from the party with the second largest number of
27		-	members in the senate;
28		-	(2)Three members of the house of representatives, two from the party with the largest
29		-	number of members in the house of representatives and one from the party with the
30		-	second largest number of members in the house of representatives; and
31		-	(3)One member of the legislative assembly to serve as the committee chairman.

35		-	(3)The chancellor of the North Dakota university system, or the chancellor's designee;

37		-	(5)One representative each of the manufacturing, health care, agriculture, and energy
38		-	industries.
39		-	3.The legislative management shall report its findings and recommendations, together with any
