8+A BILL for an Act to provide for a legislative management study to evaluate the evolving fire
9+service operational and response needs of the state.
10+BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:
11+SECTION 1. LEGISLATIVE MANAGEMENT STUDY - FIRE SERVICE REGIONAL
12+RESPONSE MODEL.
13+1.During the 2025-26 interim, the legislative management shall study the evolving fire
14+service operational and response needs of the state. The study must include an
15+examination of the:
16+a.Coordination of efforts of existing state resources for improved fire emergency
17+service organization, distribution, mobilization, training, and oversight.
18+b.Creation of fire service regional response teams.
19+c.Establishment of authority for response, standardized training, wildland-urban
20+interface fire prevention codes, emergency response operational initiatives and
21+responsibilities.
22+d.Evaluation of existing staffing abilities to cross-train, provide further services,
23+provide backfill during extended or complex emergencies, minimum training
24+requirements, staff firefighting authorities, firefighting benefits, necessary
25+equipment, and structural needs.
26+e.Identification and implementation of a restructure of fiscal support for state and
27+local fire service in North Dakota, reducing the dependency on local property tax.
28+f.A review of changes necessary to state laws and administrative rules to
29+implement a unified model.
30+2.The study must include consultation with state fire marshal, the North Dakota
31+firefighter's association, the North Dakota forest service, the department of emergency

8-BE IT ENACTED BY THE LEGISLATIVE ASSEMBLY OF NORTH DAKOTA:

10-MODEL.
11-1.During the 2025-26 interim, the legislative management shall study the evolving fire service
12-operational and response needs of the state. The study must include an examination of the:
13-a.Coordination of efforts of existing state resources for improved fire emergency service
14-organization, distribution, mobilization, training, and oversight.
15-b.Creation of fire service regional response teams.

17-fire prevention codes, emergency response operational initiatives and responsibilities.
18-d.Evaluation of existing staffing abilities to cross-train, provide further services, provide

21-e.Identification and implementation of a restructure of fiscal support for state and local fire

24-unified model.
25-2.The study must include consultation with state fire marshal, the North Dakota firefighter's
26-association, the North Dakota forest service, the department of emergency services, the North
27-Dakota fire chief's association, the department of career and technical education, and other
28-stakeholders. The legislative management may contract with a consultant to carry out this
29-study. The legislative management shall report the findings and recommendations, together
30-with any legislation required to implement the recommendations, to the seventieth legislative
