8+A concurrent resolution authorizing the Budget Section of the Legislative Management to hold
9+the required legislative hearings on state plans for the receipt and expenditure of new or revised
10+block grants passed by Congress.
11+WHEREAS, the Congress of the United States enacted the Omnibus Budget Reconciliation
12+Act of 1981 creating the community services block grant program; and
13+WHEREAS, the Legislative Assembly is required to conduct public hearings; and
14+WHEREAS, the Appropriations Committees have met the public hearing requirement for
15+community services block grant program money expected for the next biennium by the
16+Department of Commerce; and
17+WHEREAS, the Sixty-ninth Legislative Assembly cannot hold public hearings on revisions
18+to current block grants or additional block grants that may be approved by Congress after
19+recess or adjournment of the Legislative Assembly; and
20+WHEREAS, the Legislative Assembly will not meet in regular session during 2026, and thus
21+its public hearing responsibility for grants not approved by the Sixty-ninth Legislative Assembly
22+must be delegated to a legislative entity;
23+NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE
24+HOUSE OF REPRESENTATIVES CONCURRING THEREIN:
25+That the Department of Commerce appropriation bill enacted by the Legislative Assembly is
26+the Legislative Assembly's approval of and contains directions regarding the use of community
27+services block grant program money for the period ending September 30, 2027; and
28+BE IT FURTHER RESOLVED , that the Budget Section of the Legislative Management may
29+hold the public legislative hearings required for the receipt of additional block grants or other
30+federal moneys under the Omnibus Budget Reconciliation Act of 1981 or other relevant federal
31+statutes; and

21-NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE HOUSE
22-OF REPRESENTATIVES CONCURRING THEREIN:

28-under the Omnibus Budget Reconciliation Act of 1981 or other relevant federal statutes; and
29-BE IT FURTHER RESOLVED , that the authority granted by this resolution is in effect during the
30-period from the recess or adjournment of the Sixty-ninth Legislative Assembly through September 30,
31-2027, and the Budget Section may provide public notice and hold the hearings authorized by this
