1612 STATEMENT OF INTENT
1713 This measure would require each resolution adopted by the legislative assembly proposing a
1814 constitutional amendment and each initiative petition and measure proposing a constitutional
1915 amendment to be comprised of a single subject.
2016 BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE HOUSE OF
2117 REPRESENTATIVES CONCURRING THEREIN:
2218 That the following proposed amendments to section 9 of article III and section 16 of
2319 article IV of the Constitution of North Dakota are agreed to and must be submitted to the
24-qualified electors of North Dakota at the primarygeneral election to be held in JuneNovember of
25-2026, in accordance with section 16 of article IV of the Constitution of North Dakota.
20+qualified electors of North Dakota at the primary election to be held in June of 2026, in
21+accordance with section 16 of article IV of the Constitution of North Dakota.
2622 SECTION 1. AMENDMENT. Section 9 of article III of the Constitution of North Dakota is
2723 amended and reenacted as follows:
2824 Section 9. A constitutional amendment may be proposed by initiative petition. The
2925 proposed amendment may not embrace or be comprised of more than one subject, as
3026 determined by the secretary of state, and the secretary of state may not approve the initiative
3127 petition for circulation if the proposed amendment comprises more than one subject. If signed
3228 by electors equal in number to four percent of the resident population of the state at the last
3329 federal decennial census, the petition may be submitted to the secretary of state. All other

6360 SECTION 2. AMENDMENT. Section 16 of article IV of the Constitution of North Dakota is

6562 Section 16. Any amendment to this constitution may be proposed in either house of the

6764 more than one subject. If agreed to upon a roll call by a majority of the members elected to
