11+A concurrent resolution urging the Capitol Grounds Planning Commission to initiate the planning
12+and development of a line of duty death memorial dedicated to honoring both volunteer and
13+career Emergency Medical Services personnel who have lost their lives in service to the state.
14+WHEREAS, Emergency Medical Services personnel, both volunteer and career, serve the
15+citizens of North Dakota with dedication and professionalism, often placing themselves in harms
16+way to provide critical care; and
17+WHEREAS, the nature of Emergency Medical Services work exposes individuals to
18+significant risk, leading to line of duty deaths that profoundly impact families, communities, and
19+the state; and
20+WHEREAS, North Dakota has a substantial Emergency Medical Services workforce,
21+including 688 paramedics, 1,703 emergency medical technicians, 1,547 emergency medical
22+responders, and 1,075 emergency vehicle operators, who collectively ensure the health and
23+safety of residents across the state; and
24+WHEREAS, the Capitol Grounds Planning Commission is vested with the authority to
25+approve the style, exterior construction, and site of any monument, memorial, or work of art on
26+the Capitol grounds, as well as to accept or reject gifts intended for such purposes; and
27+WHEREAS, establishing a memorial on the Capitol grounds would serve as a lasting tribute
28+to the Emergency Medical Services personnel who have made the ultimate sacrifice in the line
29+of duty;
30+NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE
31+HOUSE OF REPRESENTATIVES CONCURRING THEREIN:

25-That the Sixty-ninth Legislative Assembly urges the Capitol Grounds Planning Commission to
26-initiate the planning and development of a line of duty death memorial dedicated to honoring both
27-volunteer and career Emergency Medical Services personnel who have lost their lives in service to the
28-state; and
29-BE IT FURTHER RESOLVED , that the Capitol Grounds Planning Commission collaborate with the
30-Emergency Medical Services Division of the Department of Health and Human Services, the North
31-Dakota Emergency Medical Services Association, and other associated organizations to ensure the
32-memorial appropriately reflects the sacrifices of these individuals; and
33-BE IT FURTHER RESOLVED , that the Capitol Grounds Planning Commission explore potential
34-funding sources, including public and private donations, grants, and other appropriate sources, to
35-finance the design, construction, and maintenance of the memorial; and
36-BE IT FURTHER RESOLVED , that the Secretary of the Senate forward copies of this resolution to
37-the members of the Capitol Grounds Planning Commission and the Director of the North Dakota Office
