| 11 | 11 | | WHEREAS, the State of North Dakota historically has demonstrated successful |

| 12 | 12 | | implementation of state-owned enterprises, including the Bank of North Dakota and the North |

| 13 | 13 | | Dakota Mill and Elevator Association; and |
|---|
| 14 | 14 | | WHEREAS, the production and development of oil and gas is vital to the economy of the |

| 15 | 15 | | state; and |
|---|
| 16 | 16 | | WHEREAS, a study of the feasibility of developing a state-owned association for the |
|---|
| 17 | 17 | | development and production of oil and gas, including the exploration, extraction, transportation, |
|---|
| 18 | 18 | | storing, processing, refining, and the direct sale of oil and gas products would provide the state |
|---|
| 19 | 19 | | and the Legislative Assembly information necessary to determine if the model of the Bank of |
|---|
| 20 | 20 | | North Dakota and the North Dakota Mill and Elevator Association would achieve the goal of |
|---|
| 21 | 21 | | maximizing economic benefits to the state and its citizens; |
|---|
| 22 | 22 | | NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF NORTH DAKOTA, THE |

| 23 | 23 | | HOUSE OF REPRESENTATIVES CONCURRING THEREIN: |

| 24 | 24 | | That the Legislative Management consider studying the feasibility and desirability of |
|---|
| 25 | 25 | | establishing a state-owned association for the development and production of oil and gas; and |

| 26 | 26 | | BE IT FURTHER RESOLVED , that the Legislative Management report its findings and |
|---|
| 27 | 27 | | recommendations, together with any legislation necessary to implement the recommendations, |
|---|
| 28 | 28 | | to the Seventieth Legislative Assembly. |
