The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
The intent of LB399 is to modify the Mutual Finance Assistance Act by adjusting the population threshold
requirements for rural and suburban fire protection districts and mutual finance organizations to receive
distributions from the Mutual Finance Assistance Fund. Specifically, the bill reduces the qualifying percentage
of assumed county population from eighty percent to sixty percent for areas outside the city limits of first-class,
primary, or metropolitan cities. The bill also eliminates obsolete provisions related to past funding distributions
and provides an operative date of October 1, 2025.
