The following constitutes the reasons for this bill and the purposes which are sought to be
accomplished thereby:
LR 12CA proposes a constitutional amendment to the electorate of the state of Nebraska to
be approved or rejected at the general election in November of 2026.€ Should the amendment
be approved, beginning January 1, 2027, the maximum amount of any ad valorem tax on real
property will not exceed one and one-half percent of the full cash value of any such property
and the full cash value of such property shall not be adjusted in excess of two percent for any
given year with certain exceptions and provisions for bonded indebtedness, natural disasters,
individuals who are over the age of fifty-five or severely disabled, transfer of ownership,
property damage or contamination.
