STATE OF NEW HAMPSHIRE

AN ACTrelative to tracking the number of ALS diagnoses in the state.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Subparagraph; Critical Health Problems Reporting Act; Amyotrophic Lateral Sclerosis (ALS) Added. Amend RSA 141-A:2, I by inserting after subparagraph (c) the following new subparagraph:
(d) Amyotrophic lateral sclerosis (ALS).
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill adds amyotrophic lateral sclerosis (ALS) to the list of critical health problems identified in RSA 141-A:2. As a result, facilities will be required to report the existence of ALS within 10 days after the diagnosis or confirmation is made. The Department of Health and Human Services expects ALS diagnoses to be significantly greater in number than those for the other critical health problems listed in statute; accordingly, the Department states that it will need to develop a secure and HIPAA-compliant surveillance system to accept, validate, and manage reports with social security numbers, protected health information, and personally identifiable information. The Department projects a one-time cost of $741,335 in FY26, as follows:
In addition, the Department anticipates needing an ongoing Information Technology Manager IV at $120,000 in FY26, $146,000 in FY27, and $152,000 in FY28.
