Be it Enacted by the Senate and House of Representatives in General Court convened: 1 State Council on Housing Stability. Amend RSA 4-H:1 to read as follows: 4-H:1 State Council on Housing Stability Established. There is hereby established the state council on housing stability for the purpose of implementing the plan to create housing stability for all citizens of the state of New Hampshire. The council shall be administratively attached to the department of health and human services as defined in RSA 21-G:5. 2 State Council on Housing Stability; Membership. RSA 4-H:2, I(i) is repealed and reenacted to read as follows: (i) Two landlords, appointed by the governor. 3 New Subparagraph; State Council on Housing Stability; Duties. Amend RSA 4-H:3, I by inserting after subparagraph (h) the following new subparagraph: (i) Compile information regarding United States Housing and Urban Development (HUD) programs administered by state and local government agencies and assist the agencies in the preparation of federally required plans and related performance reports. The council shall present such plans to the governor for approval and tranmission to HUD. 4 State Council on Housing Stability. Amend RSA 4-H:3, II to read as follows: II. The state council on housing stability shall be jointly facilitated by the department of health and human services, the department of business and economic affairs, the New Hampshire housing finance authority, and the New Hampshire community development finance authority. The first meeting of the council shall be called by the legislative member appointed by the speaker of the house of representatives pursuant to RSA 4-H:2, I(t) within 45 days of the effective date of this section. II-a. The council may create workgroups to advise members on its duties and compliance with federal laws and policies related to housing. 5 Repeal. RSA 204-C:47, relative to the biennial housing plan prepared by the housing finance authority, is repealed. 6 Effective Date. This act shall take effect 60 days after its passage. The Department states the bill will require the creation of a new position to provide administrative support to the council. This can be supported by a part-time administrative position, with an estimated cost of $11,700 for SFY26, $12,100 for SFY27, and $12,600 for SFY28.
