49	49	An Act concerning lifeguards, supplementing Title 26 of the Revised Statues, and making an appropriation. Be It Enacted by the Senate and General Assembly of the State of New Jersey: 1. a. The Department of Health shall develop a public campaign to encourage lifeguard recruitment. The purpose of the public campaign shall be to increase the number of lifeguards in this State in order to reduce the number of drowning deaths. b. The public campaign shall, at a minimum: (1) utilize social media platforms, indoor and outdoor signs on public transportation platforms and vehicles and other state property, radio and television commercials, and other electronic and print media to encourage individuals to become lifeguards; and (2) develop an informational pamphlet containing information on the requirements to become a lifeguard, recommended preparation and training for becoming a lifeguard, and the benefits of working as a lifeguard, which pamphlet shall be distributed to beach areas, entertainment and sports facilities, health clubs, movie theaters, places of worship, schools, and other facilities and locations which are likely to attract potential lifeguard recruits. 2. There is appropriated the sum of $1,000,000 from the General Fund to the Department of Health to implement the provisions of this act. 3. The Commissioner of Health shall adopt rules and regulations, in accordance with the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), as are necessary to effectuate the provisions of this act. 4. This act shall take effect immediately. STATEMENT This bill establishes a lifeguard recruitment campaign in the Department of Health and appropriates $1 million.
