4545 An Act concerning public awareness of artificial intelligence and supplementing Title 52 of the Revised Statutes. Be It Enacted by the Senate and General Assembly of the State of New Jersey: 1. a. The Office of Information Technology, in consultation with the Office of Innovation, shall establish a public awareness campaign to inform the general public about the: (1) different types of artificial intelligence; (2) general uses of artificial intelligence; (3) potential positive effects of artificial intelligence on the economy; and (4) potential of utilizing artificial intelligence to enhance quality of life in the State. b. The Office of Information Technology shall, at a minimum: (1) host informational sessions on various aspects of artificial intelligence, including, but not limited to, the information listed in subsection a. of this section, both in-person at various locations throughout the State and virtually on the Office of Information Technology's Internet website; (2) develop both printed and electronic educational materials, on various aspects of artificial intelligence, including, but not limited to, the information listed in subsection a. of this section; (3) disseminate the educational materials to public institutions of higher education, local community centers, and libraries; and (4) include information about the educational workshops established in section 2 of P.L. , c. (C. ) (pending before the Legislature as this bill) on any printed or electronic informational material developed and distributed for the public awareness campaign on artificial intelligence. c. The Office of Information Technology, the Office of Innovation, the Department of Community Affairs, and the Department of Human Services shall make available on each office or department's Internet website, the educational materials developed pursuant to paragraph (2) of subsection b. of this section. 2. a. The Office of Information Technology, in consultation with the Office of Innovation, and in partnership with experts in the field of artificial intelligence, shall conduct regular and free educational workshops on artificial intelligence for the general public, both virtually and in-person throughout the State, including but not limited to, at local community centers. b. The educational workshops established in subsection a. of this section may be on various topics within the field of artificial intelligence, except that the Office of Information Technology shall offer at least one class each on the following topics: (1) the different types and uses of artificial intelligence; (2) dispelling misinformation on artificial intelligence; and (3) career opportunities in the field of artificial intelligence. c. In addition to the requirements of paragraph (4) of subsection b. of section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill), the Office of Information Technology and the Office of Innovation shall advertise the educational workshops on each respective office's Internet website. 3. This act shall take effect immediately. STATEMENT This bill requires the Office of Information Technology, in consultation with the Office of Innovation, to establish a public awareness campaign and host educational workshops to inform the general public about artificial intelligence. The Office of Information Technology is required to: (1) host informational sessions on various aspects of artificial intelligence both in-person at various locations throughout the State and virtually on the Office of Information Technology's Internet website; (2) develop both printed and electronic educational materials, on various aspects of artificial intelligence; (3) disseminate the educational materials to public institutions of higher education, local community centers, and libraries; and (4) include information about the educational workshops on any printed or electronic informational material developed and distributed for the public awareness campaign on artificial intelligence. Under the bill, the Office of Information Technology, the Office of Innovation, the Department of Community Affairs, and the Department of Human Services are required to make available on their Internet websites the educational materials developed pursuant to the provisions of the bill. The bill also directs the Office of Information Technology, in consultation with the Office of Innovation and in partnership with experts in the artificial intelligence field, to conduct regular educational workshops on artificial intelligence for the general public, both virtually and in-person throughout the State, including but not limited to, at local community centers. The educational workshops may be on various topics within the field of artificial intelligence, except that the Office of Information Technology is required to offer at least one class each on the following topics: (1) different types and uses of artificial intelligence; (2) misinformation on artificial intelligence; and (3) career opportunities in the field of artificial intelligence.
