Requires electric public utilities to establish toll-free telephone number to be used by public for reporting damaged equipment and dangerous vegetation.
Requires affirmative written consent for certain entities to disclose individual's medical information regarding reproductive health care services, with limited exceptions, unless disclosure is necessary to provide those services.
Provides that former law enforcement officers who retired due to disability are eligible to receive tuition assistance to attend public institution of higher education or proprietary institution licensed to confer academic degrees.
Directs Dept. of Agriculture to develop and implement beginning farmer mentoring program in cooperation with certain agricultural and educational organizations and entities; appropriates $5,000,000.*
