4949 RELATING TO PUBLIC HEALTH; CREATING THE STATEWIDE PUBLIC HEALTH
5050 AND CLIMATE PROGRAM; MAKING AN APPROPRIATION.
5151 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5252 SECTION 1. A new section of the Public Health Act is
5353 enacted to read:
5454 "[NEW MATERIAL] STATEWIDE PUBLIC HEALTH AND CLIMATE
5555 PROGRAM.--
5656 A. By January 1, 2026, the environmental health
5757 epidemiology bureau of the epidemiology and response division
5858 of the department shall establish a statewide public health and
5959 climate program.
6060 B. In implementing the statewide public health and
6161 climate program, the environmental health epidemiology bureau
6262 shall:

9393 (2) assist in the formulation of concrete,
9494 coordinated and cohesive action plans supporting local
9595 communities in building health resiliency to future climate
9696 impacts;
9797 (3) provide climate and public health
9898 expertise to assist local community planning and response by
9999 county and tribal public health councils together with the
100100 environmental protection division of the department of
101101 environment and the homeland security and emergency management
102102 department in:
103103 (a) making health-informed decisions
104104 about current and future climate impacts;
105105 (b) integrating the latest climate and
106106 public health science into local, regional and statewide
107107 emergency preparedness programs; and
108108 (c) accessing federal and other funds
109109 for climate adaptation; and
110110 (4) facilitate meaningful agency and community
111111 engagement within communities most harmed, or determined by
112112 climate science as most likely to be harmed, by extreme weather
113113 events."
114114 SECTION 2. APPROPRIATION.--One million one hundred

144144 fund to the department of health for expenditure in fiscal year
145145 2026 to support the statewide public health and climate program
146146 within the environmental health epidemiology bureau of the
147147 epidemiology and response division of the department of health.
148148 Any unexpended or unencumbered balance remaining at the end of
149149 fiscal year 2026 shall revert to the general fund.
