3333 RELATING TO HEALTH CARE PROVIDERS; CREATING THE HEALTH CARE
3434 STRATEGIC RECRUITMENT PROGRAM IN THE WORKFORCE SOLUTIONS
3535 DEPARTMENT; PROVIDING SERVICES FOR QUALIFIED HEALTH CARE
3636 PROVIDERS IN HEALTH CARE SHORTAGE FIELDS; MAKING AN
3737 APPROPRIATION.
3838 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3939 SECTION 1. [NEW MATERIAL] HEALTH CARE STRATEGIC
4040 RECRUITMENT PROGRAM.--
4141 A. As used in this section:
4242 (1) "department" means the workforce solutions
4343 department;
4444 (2) "program" means the health care strategic
4545 recruitment program; and
4646 (3) "qualified health care provider" means a

7474 licensed or unlicensed clinical worker in a health care
7575 profession or allied health practice that qualifies for the
7676 program.
7777 B. The "health care strategic recruitment program"
7878 is created in the department. The department, in collaboration
7979 with the health care authority, the department of health and
8080 the higher education department, shall promulgate rules to
8181 enumerate the health care professions and allied health
8282 practices that shall be targeted in the program, including
8383 qualified health care providers in health care shortage fields.
8484 C. The program shall assist in the recruitment of
8585 qualified health care providers, each of whom meets the
8686 following qualifications:
8787 (1) graduated within the last ten years from a
8888 New Mexico public post-secondary educational institution in a
8989 degree- or certificate-granting educational program in a health
9090 care shortage field; and
9191 (2) does not currently work in health care in
9292 the state.
9393 D. The program shall:
9494 (1) assist recruitment efforts of New Mexico
9595 communities, health care facilities and health care practices
9696 for health care shortage fields;
9797 (2) engage in active outreach to New Mexico
9898 graduates who are qualified to work in health care shortage

128128 (3) share information about relevant
129129 recruitment incentives that New Mexico offers;
130130 (4) provide navigators to help applicants
131131 through the process of licensing and credentialing and act as a
132132 liaison with agencies as appropriate;
133133 (5) provide other assistance to qualified
134134 health care providers as appropriate;
135135 (6) compile and use relevant alumni contact
136136 data from public post-secondary educational institutions;
137137 (7) track and compile information for relevant
138138 recruitment and retention incentive programs across New Mexico;
139139 and
140140 (8) compile and share with the applicant
141141 information for relevant job openings, housing and community
142142 and area amenities.
143143 E. The department shall report annually to the
144144 governor and the legislature on the success of the program,
145145 including:
146146 (1) analyses of collected data, services
147147 provided and the impact on successful job attainment;
148148 (2) the number of graduates in the total
149149 potential applicant pool;
150150 (3) the number of successful applicants;
151151 (4) the number of successful hires and their

181181 (5) reasons an applicant may or may not want
182182 to apply for the program;
183183 (6) the number of days from recruitment to job
184184 placement;
185185 (7) obstacles that applicants face in the
186186 application process; and
187187 (8) other data the department or the
188188 legislature deems important. The report shall include
189189 recommendations for improvements to the program and necessary
190190 statutory changes.
191191 SECTION 2. APPROPRIATION.--Two million dollars
192192 ($2,000,000) is appropriated from the general fund to the
193193 workforce solutions department for expenditure in fiscal year
194194 2026 for staff, equipment, furniture and supplies and other
195195 start-up costs for the health care strategic recruitment
196196 program. Any unexpended or unencumbered balance remaining at
197197 the end of fiscal year 2026 shall revert to the general fund.
