3353 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3454 SECTION 1. A new section of Chapter 21, Article 1 NMSA
3555 1978 is enacted to read:
36-"HIGH SCHOOL EQUIVALENCY CREDENTIAL TESTS--FREE FOR NEW
37-MEXICO RESIDENTS.--The higher education department shall
38-provide free high school equivalency credential tests to New
39-Mexico residents who:

4390 school or received a high school equivalency certificate or a
4491 diploma; and
4592 D. have passed an official practice test with
4693 scores indicating test readiness."
94+SECTION 2. APPROPRIATION.--Two million dollars
95+($2,000,000) is appropriated from the general fund to the
96+higher education department for expenditure in fiscal year 2026
97+for costs to provide free high school equivalency credential
98+tests to New Mexico residents and to pay associated test
99+preparation costs incurred by the department. Any unexpended
100+or unencumbered balance remaining at the end of fiscal year
101+2026 shall revert to the general fund.
