151 | 151 | | hearing, any party of record adversely affected shall have the |

152 | 152 | | right to have the matter heard de novo before the commission |

153 | 153 | | pursuant to Section 70-2-13 NMSA 1978. |

154 | 154 | | D. Any civil penalty assessed by a court or by the |
---|
155 | 155 | | division or commission pursuant to this section may not exceed |
---|
