4949 RELATING TO SCHOOL PERSONNEL; PROVIDING FOR LICENSURE
5050 ENDORSEMENT IN COMPUTER SCIENCE FOR ALL GRADES.
5151 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5252 SECTION 1. Section 22-10A-6 NMSA 1978 (being Laws 1986,
5353 Chapter 33, Section 8, as amended) is amended to read:
5454 "22-10A-6. EDUCATIONAL REQUIREMENTS FOR LICENSURE.--
5555 A. The department shall require a person seeking
5656 licensure or reciprocity in elementary, special, early
5757 childhood or secondary education to have completed the
5858 following minimum requirements in the college of arts and
5959 sciences:
6060 (1) nine semester hours in communication;
6161 (2) six semester hours in mathematics;
6262 (3) eight semester hours in laboratory

9595 B. In addition to the requirements specified in
9696 Subsections A and C of this section, the department shall
9797 require that a person seeking standard or alternative
9898 elementary licensure shall have completed six hours of reading
9999 courses, and a person seeking standard or alternative secondary
100100 licensure shall have completed three hours of reading courses
101101 in subject matter content. The department shall establish
102102 requirements that provide a reasonable period of time to comply
103103 with the provisions of this subsection.
104104 C. Except for licensure by reciprocity, the
105105 department shall require, prior to initial licensure, no less
106106 than sixteen weeks of student teaching, a portion of which
107107 shall occur in the first thirty credit hours taken in the
108108 college of education and shall be under the direct supervision
109109 of a teacher and a portion of which shall occur in the
110110 student's senior year with the student teacher being directly
111111 responsible for the classroom.
112112 D. Nothing in this section shall preclude the
113113 department from establishing or accepting equivalent
114114 requirements for purposes of reciprocal licensure or minimum

144144 E. Vocational teacher preparatory programs may be
145145 exempt from Subsections A through C of this section upon a
146146 determination by the department that other licensure
147147 requirements are more appropriate for vocational teacher
148148 preparatory programs.
149149 F. [Before December 31, 2021, the department shall
150150 create a license endorsement in secondary computer science
151151 available to all teachers who hold a ] Teachers seeking to add
152152 an endorsement for computer science on a valid license [and]
153153 shall demonstrate sufficient content knowledge in computer
154154 science [as determined by the department ]. The department
155155 shall consult with computer science education experts with
156156 experience in creating or supporting computer science
157157 endorsement pathways when developing computer science
158158 endorsement requirements. The endorsement requires the teacher
159159 to have:
160160 (1) earned fifteen post-secondary course
161161 credits in computer science;
162162 (2) passed the department-approved teacher
163163 licensure examination for computer science;
164164 (3) a minimum of two years of work experience
165165 in an industry related to computer science, which the applicant
166166 must validate using a verifiable list of references;
167167 (4) an industry certification in a field

197197 using official documentation of the industry certification;
198198 (5) completed sixty hours of professional
199199 development within the three years immediately prior to
200200 applying for a computer science endorsement, which the
201201 applicant must validate using documentation from the
202202 organization that provided the professional development,
203203 including the number of hours of each training; or
204204 (6) three or more years of computer science
205205 teaching experience, including computer coding program
206206 structure in one or more languages, debugging computer
207207 programs, computer modeling and skills relevant to applications
208208 such as data management, graphics and text processing, which
209209 the applicant must validate with a letter signed by a school
210210 district administrator, charter school administrator or school
211211 principal."
212212 SECTION 2. APPROPRIATION.--Two hundred fifty thousand
213213 dollars ($250,000) is appropriated from the general fund to the
214214 public education department for expenditure in fiscal years
215215 2026 and 2027 for professional development for teachers who
216216 want a computer science endorsement or want to maintain the
217217 endorsement. Any unexpended or unencumbered balance remaining
218218 at the end of fiscal year 2027 shall revert to the general
219219 fund.
