52	52	PRIMARY NATIONAL AMBIENT AIR QUALITY STANDARDS FOR OZONE.
53	53	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
54	54	SECTION 1. A new section of the Air Quality Control Act
55	55	is enacted to read:
56	56	"[NEW MATERIAL] PROHIBITION ON THE CONSTRUCTION OF NEW
57	57	SOURCES RELATING TO OIL AND GAS IN COUNTIES WHERE OZONE
58	58	CONCENTRATIONS ARE IN EXCESS OF THE PRIMARY NATIONAL AMBIENT
59	59	AIR QUALITY STANDARDS FOR OZONE.--Beginning July 1, 2025, the
60	60	department and a local agency shall prohibit the construction
61	61	of a new source relating to oil and gas production in a county
62	62	where the environmental improvement board or the local agency
