49	49	MAKING AN APPROPRIATION FOR FINANCIAL AID AND PAID PRACTICUMS
50	50	FOR STUDENTS IN DEGREE-GRANTING PROGRAMS IN BEHAVIORAL HEALTH

52	52	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
53	53	SECTION 1. APPROPRIATION.--
54	54	A. Ten million dollars ($10,000,000) is
55	55	appropriated from the general fund to the higher education
56	56	department for expenditure in fiscal years 2026 and 2027 to
57	57	provide scholarships, other student financial aid and paid
58	58	practicums for students in bachelor's and master's degree
59	59	programs in behavioral health fields, including substance
60	60	addiction counseling, at state universities and tribal colleges
61	61	in New Mexico as a means to expand enrollment and the number of
62	62	graduates able to work in behavioral health fields in New

90	90	Mexico. Any unexpended or unencumbered balance remaining at
91	91	the end of fiscal year 2027 shall revert to the general fund.
92	92	B. The higher education department shall distribute
93	93	funding based on the number of New Mexico residents enrolled in
94	94	behavioral health programs, including substance addiction
95	95	counseling programs, in fiscal year 2024. Before making an
96	96	award, the higher education department shall require a
97	97	participating state university or tribal college in New Mexico
98	98	that offers bachelor's or master's degree programs in
99	99	behavioral health fields to certify that the funding will be
100	100	used to supplement, not supplant, current funding and
101	101	expenditures in those degree programs.
