4949 MAKING AN APPROPRIATION FOR FINANCIAL AID AND PAID PRACTICUMS
5050 FOR STUDENTS IN DEGREE-GRANTING PROGRAMS IN BEHAVIORAL HEALTH

5252 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5353 SECTION 1. APPROPRIATION.--
5454 A. Ten million dollars ($10,000,000) is
5555 appropriated from the general fund to the higher education
5656 department for expenditure in fiscal years 2026 and 2027 to
5757 provide scholarships, other student financial aid and paid
5858 practicums for students in bachelor's and master's degree
5959 programs in behavioral health fields, including substance
6060 addiction counseling, at state universities and tribal colleges
6161 in New Mexico as a means to expand enrollment and the number of
6262 graduates able to work in behavioral health fields in New

9090 Mexico. Any unexpended or unencumbered balance remaining at
9191 the end of fiscal year 2027 shall revert to the general fund.
9292 B. The higher education department shall distribute
9393 funding based on the number of New Mexico residents enrolled in
9494 behavioral health programs, including substance addiction
9595 counseling programs, in fiscal year 2024. Before making an
9696 award, the higher education department shall require a
9797 participating state university or tribal college in New Mexico
9898 that offers bachelor's or master's degree programs in
9999 behavioral health fields to certify that the funding will be
100100 used to supplement, not supplant, current funding and
101101 expenditures in those degree programs.
