4949 RELATING TO HEALTH INFORMATION; REQUIRING THE DEPARTMENT OF
5050 HEALTH TO CONTRACT WITH AN ENTITY OR MULTIPLE ENTITIES TO

5353 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5454 SECTION 1. A new section of the Health Information System
5555 Act is enacted to read:
5656 "[NEW MATERIAL] TOTAL HEALTH CARE EXPENDITURE DATABASE.--
5757 By October 1, 2025, the department shall issue a request for
5858 proposals to contract with an entity or multiple entities to
5959 develop a total health care expenditure database as part of the
6060 health information system. The total health care expenditure
6161 database shall collect information on:
6262 A. health care claim payments across all payer

9797 SECTION 2. APPROPRIATION.--Five hundred thousand dollars
9898 ($500,000) is appropriated from the general fund to the
9999 department of health for expenditure in fiscal years 2026 and
100100 2027 to contract with an entity or multiple entities to develop
101101 a total health care expenditure database as part of the health
102102 information system. Any unexpended or unencumbered balance
103103 remaining at the end of fiscal year 2027 shall revert to the
104104 general fund.
