49	49	RELATING TO HEALTH INFORMATION; REQUIRING THE DEPARTMENT OF
50	50	HEALTH TO CONTRACT WITH AN ENTITY OR MULTIPLE ENTITIES TO
51	51	DEVELOP A TOTAL HEALTH CARE EXPENDITURE DATABASE; MAKING AN
52	52	APPROPRIATION.
53	53	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
54	54	SECTION 1. A new section of the Health Information System
55	55	Act is enacted to read:
56	56	"[NEW MATERIAL] TOTAL HEALTH CARE EXPENDITURE DATABASE.--
57	57	By October 1, 2025, the department shall issue a request for
58	58	proposals to contract with an entity or multiple entities to
59	59	develop a total health care expenditure database as part of the
60	60	health information system. The total health care expenditure
61	61	database shall collect information on:
62	62	A. health care claim payments across all payer

92	92	B. nonclaim payments, including prescription drug
93	93	spending and payments for health insurance premiums; and
94	94	C. nonmedical drivers of health care costs,
95	95	including transportation costs for rural health care
96	96	providers."
97	97	SECTION 2. APPROPRIATION.--Five hundred thousand dollars
98	98	($500,000) is appropriated from the general fund to the
99	99	department of health for expenditure in fiscal years 2026 and
100	100	2027 to contract with an entity or multiple entities to develop
101	101	a total health care expenditure database as part of the health
102	102	information system. Any unexpended or unencumbered balance
103	103	remaining at the end of fiscal year 2027 shall revert to the
104	104	general fund.
