52	52	GRANT FUND; PROVIDING FOR GRANTS FROM THE FUND; MAKING AN

54	54	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
55	55	SECTION 1. [NEW MATERIAL] SHORT TITLE.--This act may be
56	56	cited as the "New Mexico Youth Film and Media Development Act".
57	57	SECTION 2. [NEW MATERIAL] DEFINITIONS.--As used in the
58	58	New Mexico Youth Film and Media Development Act:
59	59	A. "department" means the higher education
60	60	department;
61	61	B. "fund" means the youth film and media grant

90	90	C. "grant" means a grant by the department from the
91	91	fund.
92	92	SECTION 3. [NEW MATERIAL] YOUTH FILM AND MEDIA GRANT
93	93	PROGRAM--REQUIREMENTS.--
94	94	A. The department shall:
95	95	(1) coordinate with the New Mexico film
96	96	office, New Mexico-based recipients of the film production tax
97	97	credit, state higher educational institutions and film and
98	98	media organizations to develop the youth film and media grant
99	99	program and to ensure that the grant program aligns with the
100	100	state's workforce development goals and the needs of the film
101	101	industry;
102	102	(2) establish and implement the youth film and
103	103	media grant program to provide a grant to a person or an
104	104	organization that has a primary mission of advancing filmmaking
105	105	projects and programs that serve youth between twelve and
106	106	eighteen years of age;
107	107	(3) ensure that the youth film and media grant
108	108	program prioritizes work with rural and tribal communities in
109	109	the state to provide Native American youth and youth living in
110	110	rural parts of the state with greater access to career
111	111	opportunities in the film and television industry;
112	112	(4) develop a grant application and review
113	113	process; and
114	114	(5) upon approval of an application, provide a

143	143	grant to a person or an organization that, through the person's
144	144	or organization's project or program:
145	145	(a) serves youth between twelve and
146	146	eighteen years of age;
147	147	(b) serves at least one hundred schools
148	148	across at least one-third of the counties in the state;
149	149	(c) engages with at least one-half of
150	150	the Indian nations, tribes and pueblos located partially or
151	151	entirely within the state; and
152	152	(d) provides the youth served with
153	153	hands-on training and educational experiences in film, media
154	154	and production.
155	155	B. A grant recipient shall submit an annual report
156	156	to the department that provides detailed descriptions of:
157	157	(1) how the grant funds were spent;
158	158	(2) the number of youth participants served
159	159	with the grant funds;
160	160	(3) the number of schools served with the
161	161	grant funds;
162	162	(4) the Indian nations, tribes or pueblos
163	163	engaged using the grant funds; and
164	164	(5) the impact of the grant-funded project or
165	165	program on the youth participants' educational and professional
166	166	opportunities.

196	196	FUND--CREATED.--
197	197	A. The "youth film and media grant fund" is created
198	198	in the state treasury and shall be administered by the
199	199	department. The fund consists of appropriations, gifts,
200	200	grants, donations, income from investment of the fund and any
201	201	other money distributed or otherwise allocated to the fund.
202	202	Income from the fund shall be credited to the fund, and money
203	203	in the fund shall not revert at the end of a fiscal year.
204	204	B. Money in the fund is appropriated to the
205	205	department for the purposes of making grants pursuant to the
206	206	New Mexico Youth Film and Media Development Act in a total
207	207	amount not to exceed two hundred fifty thousand dollars
208	208	($250,000) per fiscal year. Disbursements from the fund shall
209	209	be made by warrant of the secretary of finance and
210	210	administration pursuant to vouchers signed by the secretary of
211	211	higher education or the secretary's authorized representative.
212	212	SECTION 5. APPROPRIATION.--One million five hundred
213	213	thousand dollars ($1,500,000) is appropriated from the general
214	214	fund to the youth film and media grant fund for expenditure in
215	215	fiscal year 2026 and subsequent fiscal years for making grants
216	216	pursuant to the New Mexico Youth Film and Media Development
217	217	Act. Any unexpended or unencumbered balance remaining at the
218	218	end of a fiscal year shall not revert to the general fund.
219	219	SECTION 6. EFFECTIVE DATE.--The effective date of the
220	220	provisions of this act is July 1, 2025.
