50	50	ACT; REQUIRING ALL FACILITIES THAT RECEIVE STATE FUNDING TO
51	51	INSTALL UNIVERSAL ADULT CHANGING STATIONS.
52	52	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
53	53	SECTION 1. [NEW MATERIAL] SHORT TITLE.--This act may be
54	54	cited as the "Traveling with Dignity Act".
55	55	SECTION 2. [NEW MATERIAL] UNIVERSAL ADULT CHANGING
56	56	STATIONS REQUIRED IN STATE-FUNDED FACILITIES.--
57	57	A. As used in this section:
58	58	(1) "commercial place of public amusement"
59	59	means an auditorium, a convention center, a cultural complex,
60	60	an exhibition hall, a permanent amusement park, a sports arena,
61	61	a theater or a movie house for which the maximum occupancy is
62	62	determined to be two thousand five hundred or more people;

90	90	(2) "covered facility" means a public building
91	91	or commercial place of public amusement that:
92	92	(a) houses an entity or program that
93	93	receives state funding to cover any portion of the entity or
94	94	program's operating costs; and
95	95	(b) receives at least two thousand five
96	96	hundred visitors per year, as measured by the tourism
97	97	department;
98	98	(3) "public building" means a building owned
99	99	by the state that is open to the public, including a state park
100	100	that has permanent sanitary facilities;
101	101	(4) "sanitary facility" means a restroom
102	102	equipped with a flush toilet and proper drainage for all
103	103	toilets, sinks, basins, bathtubs and showers; and
104	104	(5) "universal adult changing station" means a
105	105	powered, height-adjustable and adult-sized changing table that
106	106	is installed in a single-occupancy restroom that is universal
107	107	to gender and available to the public.
108	108	B. By July 1, 2032, each covered facility shall
109	109	install and maintain at least one universal adult changing
110	110	station that is universally accessible to all genders when the
111	111	facility is open to the public.
112	112	C. After July 1, 2025:
113	113	(1) each covered facility that undergoes a
114	114	renovation that is estimated to cost more than fifty thousand

146	146	(2) any newly constructed facility that
147	147	receives state funding for construction or operating costs
148	148	shall be built with at least one universal adult changing
149	149	station that is universally accessible to all genders when the
150	150	facility is open to the public.
