49	49	MAKING APPROPRIATIONS TO THE OFFICE OF THE STATE ENGINEER FOR
50	50	WATER SECURITY PLANNING ACT, WATER DATA ACT AND RIO GRANDE
51	51	COMPACT COMPLIANCE MEASURES.
52	52	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
53	53	SECTION 1. APPROPRIATION--WATER PLANNING.--Thirty million
54	54	dollars ($30,000,000) is appropriated from the general fund to
55	55	the office of the state engineer for expenditure in fiscal
56	56	years 2026 through 2028 for the interstate stream commission
57	57	pursuant to the Water Security Planning Act to provide grants
58	58	to political subdivisions of the state as fiscal agents for
59	59	regional water planning entities. Any unexpended or
60	60	unencumbered balance remaining at the end of fiscal year 2028
61	61	shall revert to the general fund.
62	62	SECTION 2. APPROPRIATION--WATER DATA ACT COMPLIANCE.--

92	92	expenditure in fiscal years 2026 through 2028 for the office of
93	93	the state engineer and the interstate stream commission to
94	94	improve business processes and information technology systems
95	95	for internal and public access to water data and to fully
96	96	comply with the agencies' Water Data Act responsibilities as
97	97	directing agencies and the agencies' Water Security Planning
98	98	Act responsibilities as water data providers. Any unexpended
99	99	or unencumbered balance remaining at the end of fiscal year
100	100	2028 shall revert to the general fund.
101	101	SECTION 3. APPROPRIATION--WATER RIGHTS.--Two million
102	102	dollars ($2,000,000) is appropriated from the general fund to
103	103	the office of the state engineer for expenditure in fiscal
104	104	years 2026 and 2027 to promulgate rules pursuant to Section
105	105	72-2-9.1 NMSA 1978 and take actions required to enforce Rio
106	106	Grande water rights along the Rio Grande from the Los Alamos
107	107	highway bridge to Elephant Butte reservoir to ensure compliance
108	108	with New Mexico's water delivery obligations to Elephant Butte
109	109	reservoir pursuant to the Rio Grande Compact. Any unexpended
110	110	or unencumbered balance remaining at the end of fiscal year
111	111	2027 shall revert to the general fund.
