3858 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3959 SECTION 1. TEMPORARY PROVISION--HIGHER EDUCATION
4060 DEPARTMENT--STUDY--CAREER AND TECHNICAL EDUCATION COURSES--
4161 INSTRUCTORS--SALARIES AND COMPENSATION--RECOMMENDATIONS--
4262 REPORT.--
43-A. The higher education department, in
44-collaboration with the public education department, the
45-workforce solutions department and the legislative education
46-study committee, shall conduct a comprehensive study
47-regarding the availability of career and technical education
48-courses and course instructors and the salaries and
49-compensation packages of career and technical education
50-instructors in the state.

90+A. The higher education department, in
91+collaboration with the public education department, the
92+workforce solutions department and the legislative education
93+study committee, shall conduct a comprehensive study regarding
94+the availability of career and technical education courses and
95+course instructors and the salaries and compensation packages
96+of career and technical education instructors in the state.
97+B. The study required pursuant to this section
7898 shall:
79-(1) identify and evaluate the availability
80-of career and technical education courses offered in the
81-state, with a focus on ways to address and meet current and
82-anticipated future needs and demands for students and
83-industry, including:
84-(a) whether a known or identified
85-demand for a course exceeds the course availability or the
86-course is not available;
99+(1) identify and evaluate the availability of
100+career and technical education courses offered in the state,
101+with a focus on ways to address and meet current and
102+anticipated future needs and demands for students and industry,
103+including:
104+(a) whether a known or identified demand
105+for a course exceeds the course availability or the course is
106+not available;
87107 (b) whether the courses offered
88108 adequately address the needs of the students seeking specific
89109 skills for workforce jobs or the industry employers seeking
90110 workers with those specific skills;
91111 (c) whether the courses offered
92112 adequately address the current or future industry workforce
93113 needs, including shortages that may be identified during the
94114 evaluation or by industry employers;
95-(d) the reason for any course shortages
96-or anticipated future course shortages;
97-(e) whether there is an opportunity to
98-work with industry employers to identify ways to incorporate
99-industry employer incentives to help address workforce
100-shortages and future needs; and
101-(f) whether any other current or future

132-packages for career and technical education instructors in

134156 (a) an in-depth review of the salaries
135157 paid to instructors, with a focus on instructors teaching at
136158 community colleges;
137159 (b) the number of instructors currently
138160 employed, including the number of career and technical
139161 education courses each instructor teaches;
140162 (c) whether there is a shortage of
141-career and technical education instructors and an indication
142-of any area of career and technical education in which a
143-shortage exists and the reason for any shortage identified;
144-and
163+career and technical education instructors and an indication of
164+any area of career and technical education in which a shortage
165+exists and the reason for any shortage identified; and
145166 (d) a comparison of the salaries and
146167 compensation packages for career and technical education
147-instructors with those of higher education instructors in the
148-state; and
149-(3) create a comprehensive report from the
150-study that includes the findings from the evaluation of the
151-career and technical education courses in Paragraph (1) of
152-this subsection and the findings from the evaluation of the
153-career and technical education instructors in Paragraph (2) HB 433/a

181204 C. In addition to the findings required in
182205 Subsection B of this section, the comprehensive report shall
183206 include all matters or concerns identified from the study,
184-including any known reasons for the findings, issues
185-identified or anticipated, input from industry employers and

186209 recommendations for immediate steps to take and longer-term

251+SECTION 2. APPROPRIATION.--One hundred thousand dollars
252+($100,000) is appropriated from the general fund to the higher
253+education department for expenditure in fiscal year 2026 to
254+conduct the study required pursuant to Section 1 of this act.
255+Any unexpended or unencumbered balance remaining at the end of
256+fiscal year 2026 shall revert to the general fund.
257+SECTION 3. EFFECTIVE DATE.--The effective date of the
200258 provisions of this act is July 1, 2025.
