3333 RELATING TO CHILDREN; CREATING A PILOT PROGRAM FOR A PERINATAL
3434 INVESTIGATION AND SUPPORT UNIT WITHIN THE CHILDREN, YOUTH AND
3535 FAMILIES DEPARTMENT; MAKING AN APPROPRIATION.
3636 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3737 SECTION 1. TEMPORARY PROVISION--PERINATAL INVESTIGATION
3838 AND SUPPORT UNIT--PILOT PROGRAM CREATED--PURPOSE.--
3939 A. A "perinatal investigation and support unit" is
4040 created within the children, youth and families department as a
4141 two-year pilot program to investigate and assess all reports of
4242 substance-exposed newborns from health care providers statewide
4343 made pursuant to the requirements of Subsection A of Section
4444 32A-4-3 NMSA 1978.
4545 B. The unit shall be staffed with qualified
4646 trauma-informed perinatal professionals whose responsibilities

7474 are to investigate and assess all such reported cases and to
7575 take appropriate measures to provide support for the families
7676 involved. The unit shall be trained in and use an evidence-
7777 based intensive care coordination model that is listed in the
7878 federal Title IV-E prevention services clearinghouse or another
7979 nationally recognized evidence-based clearinghouse for child
8080 welfare.
8181 C. The unit shall coordinate its operations with
8282 the department of health's maternal health program, the health
8383 care authority and the staff of the early childhood education
8484 and care department's home visiting program.
8585 SECTION 2. APPROPRIATION.--One hundred thousand dollars
8686 ($100,000) is appropriated from the general fund to the
8787 children, youth and families department for expenditure in
8888 fiscal years 2026 and 2027 for the pilot perinatal
8989 investigation and support unit program created pursuant to
9090 Section 1 of this act. Any unexpended or unencumbered balance
9191 remaining at the end of fiscal year 2027 shall revert to the
9292 general fund.
