33	33	RELATING TO CHILDREN; CREATING A PILOT PROGRAM FOR A PERINATAL
34	34	INVESTIGATION AND SUPPORT UNIT WITHIN THE CHILDREN, YOUTH AND
35	35	FAMILIES DEPARTMENT; MAKING AN APPROPRIATION.
36	36	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
37	37	SECTION 1. TEMPORARY PROVISION--PERINATAL INVESTIGATION
38	38	AND SUPPORT UNIT--PILOT PROGRAM CREATED--PURPOSE.--
39	39	A. A "perinatal investigation and support unit" is
40	40	created within the children, youth and families department as a
41	41	two-year pilot program to investigate and assess all reports of
42	42	substance-exposed newborns from health care providers statewide
43	43	made pursuant to the requirements of Subsection A of Section
44	44	32A-4-3 NMSA 1978.
45	45	B. The unit shall be staffed with qualified
46	46	trauma-informed perinatal professionals whose responsibilities

74	74	are to investigate and assess all such reported cases and to
75	75	take appropriate measures to provide support for the families
76	76	involved. The unit shall be trained in and use an evidence-
77	77	based intensive care coordination model that is listed in the
78	78	federal Title IV-E prevention services clearinghouse or another
79	79	nationally recognized evidence-based clearinghouse for child
80	80	welfare.
81	81	C. The unit shall coordinate its operations with
82	82	the department of health's maternal health program, the health
83	83	care authority and the staff of the early childhood education
84	84	and care department's home visiting program.
85	85	SECTION 2. APPROPRIATION.--One hundred thousand dollars
86	86	($100,000) is appropriated from the general fund to the
87	87	children, youth and families department for expenditure in
88	88	fiscal years 2026 and 2027 for the pilot perinatal
89	89	investigation and support unit program created pursuant to
90	90	Section 1 of this act. Any unexpended or unencumbered balance
91	91	remaining at the end of fiscal year 2027 shall revert to the
92	92	general fund.
