50	50	SPECIAL REGISTRATION PLATE; ALLOWING FOR THE CESSATION OF
51	51	SPECIAL LICENSE PLATE ISSUANCE UNDER CERTAIN CONDITIONS; MAKING
52	52	AN APPROPRIATION.
53	53	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
54	54	SECTION 1. A new section of Chapter 66, Article 3 NMSA
55	55	1978 is enacted to read:
56	56	"[NEW MATERIAL] SUICIDE PREVENTION SPECIAL REGISTRATION
57	57	PLATE.--
58	58	A. Beginning January 1, 2026, the division shall
59	59	issue a standardized special registration plate with a logo
60	60	designed as specified in Section 66-3-424 NMSA 1978 to express
61	61	support for suicide prevention.
62	62	B. For a fee of thirty-five dollars ($35.00), which

90	90	shall be in addition to the regular motor vehicle registration
91	91	fees, a motor vehicle owner may apply for issuance of a suicide
92	92	prevention special registration plate. The owner shall pay a
93	93	renewal fee of thirty dollars ($30.00) each year to retain and
94	94	renew the special registration plate.
95	95	C. Revenue from the fees imposed by Subsection B of
96	96	this section shall be distributed as follows:
97	97	(1) twelve dollars ($12.00) of the initial fee
98	98	collected for each registration plate shall be retained by the
99	99	department and is appropriated to the department for the
100	100	manufacture and issuance of the special registration plates;
101	101	and
102	102	(2) the remaining portion of the initial fee
103	103	and the entire renewal fee collected for each registration
104	104	plate shall be distributed to and is appropriated to the
105	105	behavioral health services division of the health care
106	106	authority to support suicide prevention efforts.
107	107	D. Beginning on July 1, 2031, and on July 1 of each
108	108	subsequent year, the department may compare the number of
109	109	suicide prevention special registration plates issued and
110	110	renewed in the previous fiscal year with the average number of
111	111	such plates issued and renewed annually between fiscal years
112	112	2026 through 2031. If the department determines that the
113	113	number of suicide prevention special registration plates issued
114	114	and renewed in the previous fiscal year is less than fifty
