2951 RELATING TO HISPANIC EDUCATION; INCLUDING THE PROTECTION AND
3052 PRESERVATION OF NEW MEXICO'S HERITAGE SPANISH LANGUAGE AND
3153 CULTURE AND OTHER ELEMENTS IN THE PURPOSE FOR THE HISPANIC
3254 EDUCATION ACT; REQUIRING THE HISPANIC EDUCATION ADVISORY
3355 COUNCIL TO MEET AT BIANNUAL HISPANIC EDUCATION SUMMITS;
3456 ALLOWING PER DIEM AND MILEAGE FOR COUNCIL MEMBERS.
3557 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3658 SECTION 1. Section 22-23B-2 NMSA 1978 (being Laws 2010,
3759 Chapter 108, Section 2 and Laws 2010, Chapter 114, Section 2)
3860 is amended to read:
3961 "22-23B-2. PURPOSE.--The purpose of the Hispanic
4062 Education Act is to:
4163 A. provide for the study, development and
4264 implementation of educational systems that affect the
43-academic success of Hispanic students to increase graduation
44-rates and ensure lifelong success;
45-B. protect and preserve New Mexico's heritage
46-Spanish language and culture;
47-C. encourage and foster parental involvement in
48-the education of their children; and
49-D. provide mechanisms for parents; community,
50-community-based and business organizations; public schools;
51-school districts; charter schools; public post-secondary HB 487

88112 "22-23B-5. HISPANIC EDUCATION ADVISORY COUNCIL.--
89113 A. The "Hispanic education advisory council" is
90114 created as an advisory council to the secretary. The council
91115 shall advise the secretary on matters related to improving
92116 public school education for Hispanic students, increasing
93-parent involvement and community engagement in the education
94-of Hispanic students and increasing the number of Hispanic
95-high school graduates who succeed in post-secondary academic,
96-professional or vocational education.
97-B. The secretary shall appoint no more than
98-twenty-three members to the council who are knowledgeable
99-about and interested in the education of Hispanic students,
100-including representatives of public schools; post-secondary
101-education and teacher preparation programs; parents; Hispanic
102-cultural, community and business organizations; other HB 487

134159 other officers as it deems necessary.
135160 D. The council shall meet as necessary, but at
136161 least twice each year at the biannual Hispanic education
137162 summit.
138163 E. The council shall advise the secretary on
139164 matters related to Hispanic education in New Mexico.
140-F. Members of the council may receive per diem and
141-mileage as provided for nonsalaried public officers in the Per
142-Diem and Mileage Act and shall receive no other compensation,
143-perquisite or allowance."
