53	53	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
54	54	SECTION 1. [NEW MATERIAL] HIGHER EDUCATION LIAISON.--
55	55	A. Each post-secondary educational institution
56	56	enumerated in Article 12, Section 11 of the constitution of New
57	57	Mexico, except the New Mexico military institute, New Mexico
58	58	school for the blind and visually impaired and New Mexico
59	59	school for the deaf, shall designate one full-time-equivalent
60	60	staff member to act as a higher education liaison for current
61	61	and incoming students experiencing homelessness. The staff
62	62	member shall be designated from one of the following offices or

91	91	(1) financial aid;
92	92	(2) student services or affairs;
93	93	(3) student housing; or
94	94	(4) any other appropriate office capable of
95	95	performing the liaison's duties.
96	96	B. The higher education liaison shall:
97	97	(1) identify and contact students who
98	98	indicated being homeless or at risk of homelessness on a free
99	99	application for federal student aid;
100	100	(2) inform incoming and enrolled students
101	101	experiencing homelessness about resources and assistance
102	102	available on campus and within the community in meeting basic
103	103	needs;
104	104	(3) assist students experiencing homelessness
105	105	with completing applications for other available financial aid;
106	106	(4) assist students experiencing homelessness
107	107	with managing coursework; and
108	108	(5) publish training materials for faculty and
109	109	staff of the institution to recognize signs of homelessness in
110	110	students and refer the students to the higher education liaison
111	111	and publish information about on-campus and community resources
112	112	for students experiencing homelessness.
113	113	C. The higher education department shall:

143	143	consortium to provide training to ensure best practices by the
144	144	higher education liaisons, faculty and staff regarding students
145	145	experiencing homelessness; and
146	146	(2) administer an annual survey regarding
147	147	students experiencing homelessness and publish a report of the
148	148	survey on the higher education department's website.
149	149	SECTION 2. APPROPRIATION.--Five hundred thousand dollars
150	150	($500,000) is appropriated from the general fund to the higher
151	151	education department for expenditure in fiscal year 2026 to
152	152	provide training to higher education liaisons, faculty and
153	153	staff regarding students experiencing homelessness. Any
154	154	unexpended or unencumbered balance remaining at the end of
155	155	fiscal year 2026 shall revert to the general fund.
