5050 EDUCATIONAL INSTITUTIONS TO DESIGNATE HIGHER EDUCATION LIAISONS
5151 FOR STUDENTS EXPERIENCING HOMELESSNESS; PRESCRIBING DUTIES;
5252 MAKING AN APPROPRIATION.
5353 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5454 SECTION 1. [NEW MATERIAL] HIGHER EDUCATION LIAISON.--
5555 A. Each post-secondary educational institution
5656 enumerated in Article 12, Section 11 of the constitution of New
5757 Mexico, except the New Mexico military institute, New Mexico
5858 school for the blind and visually impaired and New Mexico
5959 school for the deaf, shall designate one full-time-equivalent
6060 staff member to act as a higher education liaison for current
6161 and incoming students experiencing homelessness. The staff
6262 member shall be designated from one of the following offices or

9090 departments within the institution:
9191 (1) financial aid;
9292 (2) student services or affairs;
9393 (3) student housing; or
9494 (4) any other appropriate office capable of
9595 performing the liaison's duties.
9696 B. The higher education liaison shall:
9797 (1) identify and contact students who
9898 indicated being homeless or at risk of homelessness on a free
9999 application for federal student aid;
100100 (2) inform incoming and enrolled students
101101 experiencing homelessness about resources and assistance
102102 available on campus and within the community in meeting basic
103103 needs;
104104 (3) assist students experiencing homelessness
105105 with completing applications for other available financial aid;
106106 (4) assist students experiencing homelessness
107107 with managing coursework; and
108108 (5) publish training materials for faculty and
109109 staff of the institution to recognize signs of homelessness in
110110 students and refer the students to the higher education liaison
111111 and publish information about on-campus and community resources
112112 for students experiencing homelessness.
113113 C. The higher education department shall:

143143 consortium to provide training to ensure best practices by the
144144 higher education liaisons, faculty and staff regarding students
145145 experiencing homelessness; and
146146 (2) administer an annual survey regarding
147147 students experiencing homelessness and publish a report of the
148148 survey on the higher education department's website.
149149 SECTION 2. APPROPRIATION.--Five hundred thousand dollars
150150 ($500,000) is appropriated from the general fund to the higher
151151 education department for expenditure in fiscal year 2026 to
152152 provide training to higher education liaisons, faculty and
153153 staff regarding students experiencing homelessness. Any
154154 unexpended or unencumbered balance remaining at the end of
155155 fiscal year 2026 shall revert to the general fund.
